The Opportunity

 

Plan International seeks a Workforce Development Advisor for USAID’s anticipated Workforce Development for Bangladeshi Youth Activity in Bangladesh, a cooperative agreement with an expected budget of approximately $10-$25 million over five years.  If awarded, it is anticipated that the program will start in January 2019.

 

The goal of the Workforce Development activity is for youth beneficiaries to acquire new or better employment that aligns with Standard Foreign Assistance Indicator EG 6-1. The activity will support youth's skill development, forge linkages with the private sector to facilitate job placement, create an enabling environment for women to engage in employment, and provide continuous support to youth in the Feed the Future Zone of Influence. The workforce development activity will fill the gap in programming by targeting youth ages 15-29, with at least a fifth grade education who are out of school or ineligible to enroll in the public Technical Vocational and Education Training system.

 

Responsibilities

 

  • Provide technical expertise for activity design, implementation and evaluation to ensure the achievement of project’s goals and objectives
  • Manage partners and lead overall work planning, work breakdown structure and implementation of activities related to training and employment, including vocational, life skills, and entrepreneurship training
  • Conduct field visits to manage the implementation of training and employment activates
  • Assesses labor market, enterprise and training needs
  • Facilitates job placement, job search information mechanisms and job counseling services
  • Facilitates job skills curriculum development, training of trainers and skills training for target beneficiaries with a focus on youth
  • Create  curricula that addresses improved hard and soft skills, strengthen work ethic, and address gender stereotypes
  • Liaises with local governments and intergovernmental organizations, private sector stakeholders, vocational/training institutes and/or other training and educational providers, and other counterparts to devise and facilitate the execution of training and employment in line with program goals

 

The Person

 

In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:

  • Master’s degree in agribusiness, education, capacity development or training, business or related field
  • A minimum of eight (8) years’ experience in workforce development, labor market assessments and/or enterprise development in Bangladesh; experience in rural setting preferred
  • Demonstrated experience building strong public-private partnerships to create internships opportunities that are industry specific for both genders
  • Demonstrated experience working with local and international NGOs and donors in employment skills training
  • Deep knowledge of workforce development and agriculture value chains
  • Excellent command of English and Bengali, with strong verbal and written communication skills
  • Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
