Youth Engagement Officer

Date: 25 Oct 2026

Location: Tanga, Tanzania

Company: Plan International

The Organisation

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. We believe in the power and potential of every child but know this is often suppressed by poverty, violence, exclusion and discrimination. And it is girls who are most affected.

Working together with children, young people, supporters and partners, we strive for a just world, tackling the root causes of the challenges girls and vulnerable children face. We support children’s rights from birth until they reach adulthood and we enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge.

For over 85 years, we have rallied other determined optimists to transform the lives of all children in more than 80 countries.

We won’t stop until we are all equal.

Background

This is an anticipated project to be implemented by GIZ in cooperation with the Ministry of Health (MoH) and the Prime Minister’s Office for Regional Administration and Local Government (PMO-RALG) as key partners. Implementation will focus on Tanga Region.  Subject to award, the contractor will implement all activities of outputs 2 and 3 of the project as indicated below

  1. Young people are empowered in dealing with sexual and reproductive health issues
  2. The environment for empowered choices is improved

These activities aim to support young people, particularly young women, to make informed and confident decisions about their health and future. In many communities, access to reliable information on health and relationships remains limited, and social norms may discourage open discussion or seeking professional support. As a result, young women may lack the knowledge and confidence needed to access appropriate services and claim their rights.

The contractor will be responsible for providing the following work packages and for achieving the corresponding milestones. The intervention is structured around two outputs with a total of four interlinked work packages that jointly contribute to strengthening the reproductive empowerment of young people, particularly young women, through improved access to information, services, and enabling environments.

Work Package 1 – Youth Empowerment - focuses on strengthening young people’s knowledge, skills, and linkages to services through school-based and out-of-school youth clubs.

Work Package 2 – Community engagement - addresses the broader social and institutional environment through engagement with opinion leaders

Work Package 3 – Communication campaigns - focuses on implementation of coordinated social and mass media campaigns

Work Package 4 – Civil society support - focuses on support to local civil society organisations through a small-grants-mechanism for gender-transformative approaches

  • Contribute to the co-creation and review of SRHR messages, training materials, and IEC products to ensure youth-friendly language and formats.

  • Participate in monitoring and learning activities, including feedback collection from young people and documentation of lessons learned from a youth perspective.
  • Act as a liaison between the project team and youth participants, helping to ensure safeguarding, inclusion, and respectful engagement.

  • Advanced Certificate of Secondary Education Examination (ACSEE)
  • 2 years of engagement in youth-led or youth-focused initiatives, such as school or youth clubs, community organisations, advocacy groups, or volunteer programmes.

Equality, diversity and inclusion is at the very heart of everything that Plan International stands for.

We want Plan International to reflect the diversity of the communities we work with, offering equal opportunities to everyone regardless of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex or sexual orientation.

Plan International is based on a culture of inclusivity and we strive to create a workplace environment that ensures every team, in every office, in every country, is rich in diverse people, thoughts, and ideas.

We foster an organisational culture that embraces our commitment to racial justice, gender equality, girls’ rights and inclusion.

Plan International believes that in a world where children face so many threats of harm, it is our duty to ensure that we, as an organisation, do everything we can to keep children safe. This means that we have particular responsibilities to children that we come into contact with and we must not contribute in any way to harming or placing children at risk.

A range of pre-employment checks will be undertaken in conformity with Plan International's Safeguarding Children and Young People policy. Plan International also participates in the Inter Agency Misconduct Disclosure Scheme. In line with this scheme we will request information from applicants previous employers about any findings of sexual exploitation, sexual abuse and/or sexual harassment during employment, or incidents under investigation when the applicant left employment. By submitting an application, the job applicant confirms their understanding of these recruitment procedures.

Please note that Plan International will never send unsolicited emails requesting payment from candidates.
