Project Background

East Nusa Tenggara, the province with third highest poverty rate in Indonesia, recorded more than 200 cases of violence against children and women in 2023.
High rates of violence against children and women in East Nusa Tenggara Province, Indonesia, are exacerbated by several factors, including children's—particularly girls’--inability to protect themselves, the lack of understanding among parents and teachers regarding child protection and violence, and high poverty levels. During adolescence, the low awareness of Sexual and Reproductive Health and Rights (SRHR) and the absence of child protection mechanisms lead to increased gender-based discrimination and violence at schools, especially toward girls who start experiencing menstruation and significant physical changes in junior high school.
Gender discrimination in the community also prioritizes boys for higher education and professional aspirations, including sports, while girls are expected to handle domestic work or to marry early. This lack of gender equality perspective among girls, children, teachers, and families hinders girls and women from reaching their full potential.
The Girls Football 3.0 Project aims to strengthen the leadership and capacity of girls to combat gender and age-based discrimination by providing equal access to football and enhancing gender equality awareness among children, particularly girls, in schools.
The Opportunity
The Project Officer will support and assist Project Manager in the implementation and the achievement of the project objectives.
S/he is responsible for successfully implementing the Girls Football 3.0 project and growing the portfolio. S/he will support the Project Manager to strengthen the project management in specific, and Quality project implementation in general.
Accountabilities for The Role
Program implementation
- In liaison with project manager develop detail implementation plan (DIP) on the basis of the area project specific.
- Develop workplan, planning and implementing the project activities in timely manner.
- Support project manager in achieving target output of project.
- Together with Project Manager to develop and implement sustainability plan.
- Support project manager to update indicator tracking table to measure the progress of project regularly.
- Working collaboratively with technical advisor/specialist for cross-cutting issue such as gender and inclusion, participation, safeguarding
Communication, Monitoring and Reporting
- Conduct day to day monitoring to target project location and facilitate discussion or coordination among stakeholders and school components.
- Support Project Manager to monitor project indicators progress and expenditure of project activities
- Prepare and submit activity report, progress reports for internal Plan use to Project Manager in monthly basis and/or other basis if needed.
- Assist project manager on archiving the project documents in Plan’ achieving system.
- Collaborate with communications and influencing team to implement communications strategy and advocacy include consultation communication products.
- Monitor the implementation action plan of project with stakeholders in project area
- Support Project manager to disseminate communication products and learning related to project
Networks, partnership and Learning
- Establish external networks in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation.
- Maintaining high quality relationship with government institution and schools as well.
- Support learning process of internal development at district and provincial level.
- Support advocacy and influencing effort in developing safe school province model standards and promote the use of safe school digital platform.
- Support Project Manager and MER specialist to gather lesson learned and best practices related to project
Financial and Administration
- Support the finance officer and Project Manager preparing and ensuring administration and financial support document of project activities according to the implementation and expenditure.
- Support the Project Manager to oversee and administer the day-today activities of the project; follow the policies, procedures, and systems of Plan International Indonesia which ensure productive and efficient office operation
- Support Project Manager to organize and facilitate project meeting, conferences and other special event; coordinate and attends meeting, and participates in discussion as appropriate in district and province level (when required)
Safeguarding & PSHEA
Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Requirements for The Role:
Essential
- Bachelor degree in Social Science, preferable in Early Childhood Education, Child Development Psychology or others relevant field.
- At least 1 year of experience working on community development, project management, fresh graduates are welcome to apply with experiences in organization management.
- Experience of implementing project on a day to day basic, delivering on required tasks and a good awareness of project requirements and priorities.
- Experience in organizing event.
- Good analytical skill, able to capture and understand the dynamics of social media engagement.
- Strong cross-cultural skills and a demonstrated ability and enthusiasm to collaborate with different communities.
- Strong negotiation, advocacy and presentation skill
- Good interpersonal skill and team work
- Familiar and sensitive to local culture and custom
- Computer literate
- Strong competencies in writing report and MSC stories
- Good interpersonal communication skills for knowledge sharing and collaboration.
- Able to work both in team and independently with minimum supervision.
- Ability to work to tight deadlines and to multi-task.
- Willing to be based located in Soe/Manggarai NTT.
Desirable
- At least 1-year experience or skills around connecting or working with young people
- Good understanding about ECCD concept
- Good Knowledge on and Practices of Safeguarding.
- Good understanding on Fraud Awareness
