Project Background
Only 43% of East Nusa Tenggara Province population completed senior high school, where most population only completed 9 years of formal education until junior high school, 3 years less than the national regulation of 12 years of compulsory formal education.
Girls are more likely to drop out due to economic and social pressure, which prioritize boys' higher education or career aspirations. This condition contributed to the province's high Gender Inequality Index (GII), which was 0.428 in 2023.
Indonesian Women's Empowerment & Child Protection stated that there were 1,138 violence cases since January – May 2023 in schools, where 41% of all children become the victim. Girls are the most vulnerable group, where 2 out 3 victims of violence in school are girls.
East Nusa Tenggara, the province with third highest poverty rate in Indonesia, recorded more than 200 cases of violence against children and women in 2023.
High rates of violence against children and women in East Nusa Tenggara Province, Indonesia, are exacerbated by several factors, including children's—particularly girls’--inability to protect themselves, the lack of understanding among parents and teachers regarding child protection and violence, and high poverty levels. During adolescence, the low awareness of Sexual and Reproductive Health and Rights (SRHR) and the absence of child protection mechanisms lead to increased gender-based discrimination and violence at schools, especially toward girls who start experiencing menstruation and significant physical changes in junior high school.
Gender discrimination in the community also prioritizes boys for higher education and professional aspirations, including sports, while girls are expected to handle domestic work or to marry early. This lack of gender equality perspective among girls, children, teachers, and families hinders girls and women from reaching their full potential.
The Girls Football 3.0 Project aims to strengthen the leadership and capacity of girls to combat gender and age-based discrimination by providing equal access to football and enhancing gender equality awareness among children, particularly girls, in schools.
The Opportunity
The Project Manager will lead project implementation in the Soe district and Manggarai district (NTT). She/he is responsible for achieving project goals effectively. She/He also should ensure the project expenditure complies with Plan International regulations as well as with Donor regulations.
Accountabilities for The Role
Effective and Efficient Project Management
- Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
- Be responsible for managing partners and consultants to ensure delivery of quality outputs based as required and planned in the project;
- Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors’ standards and compliance;
- Oversees the mobilization of goods and services to support project activities, including drafting TORs and works/product requirements and specifications;
- Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the Program Manager for consideration and updating the status of these risks by maintaining a Project Risk Registry;
- Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing YPII rules and regulations;
- Coordinates the maintenance of project financial tracking in SAP in accordance with YPII procedures;
- Prepares for project closing, audit and transfer of project asset.
Monitoring, Evaluation, Research and Knowledge Management
- Works and coordinates with YPII PIA MERKM to manage and monitor the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline, midline and end line data collection;
- Coordinates the data collection and support the provision of project report in Indonesia for periodic reporting to Donor and YPII Quarterly and Annual Reporting mechanism in timely manner in coordination with Grant Acquisition Manager and with supervision from Area Program Manager;
- Leads and supervises the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
- Maintains quality standards of document keeping, retrieval and sharing mechanism.
Effective Working Relationship with Partners, and Other Plan Offices
- Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
- Facilitates regular coordination and quality assurance with YPII PIA and Local Sponsorship Program Team;
- Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
- Supports PIA and Local Sponsorship Program Team in ensuring coordination with government and private sector stakeholders;
- Be the focal person for the contact with the team partner with regards to implementation; this entails attending regular update calls, responding to email requests, attending global calls and exchange learning and ideas with other stakeholders.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
- Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
- Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
- Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
- Supervise advocacy process conducted by GESI Specialist to develop supportive environment for youth, especially young women to start their own enterprise.
Requirements for The Role:
Essential
- Undergraduate degree in social fields or other related field in the promotion of youth employment.
- Minimum of 8 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
- Minimum of 3 years experienced working in coordination with Government agencies/offices
- Affinity to work with and for young people on work readiness
- Understanding of Indonesia Government policies, laws, and institutions in relation to work readiness
- Good oral and written communication skills in English and Bahasa Indonesia
- Ability to provide technical guidance and support staff
- Ability to function efficiently and effectively with little day-to-day supervision
- Demonstrated skills problem solving and people’s management.
Desirable
- Have existing networks with government and teacher associations
- Demonstrated experience in working with children and youth
- Experience in working in a multi-cultural organisation
- Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment
- Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion

Location: The post holder will be based in Soe NTT, and it is important to note that YPII currently applies a mix of Working from Home and Working from Office arrangements.
