Project Background

 

The Healthy Village: Strengthening Early Childhood Development (ECD) in Manggarai District project is organized by the Plan International Indonesia Foundation (YPII) with funding support from Nomura. This program aims to improve the quality of early childhood education (PAUD) services, strengthen positive parenting practices by parents, and support the integration of Integrative Holistic PAUD (PAUD HI) policies at the village and district levels. The first phase of this project has been carried out in 10 villages in two sub-districts for 24 months from January 2024 to December 2025.

 

This project showed good achievements based on evaluation and learning sessions made with all stakeholders and project participants. These achievements include:

 

  1. A significant increase in the capacity of PAUD teachers who started using interactive and gender-sensitive teaching methods was 83%.
  2. Ten PAUD met five of the eight national standards of which 3 met the eight standards set with little record for further development
  3. Parents' knowledge of early childhood care increased dramatically with 80% reporting positive behavioural changes.
  4. The Manggarai Regency Government adopted the approach of the Healthy Village program by replicating this program in 4 (four) new villages with funding from the local government budget.

 

Based on these success records, Plan Indonesia, assisted by Plan International Hong Kong and Nomura as donors, agreed to continue the ECD project in Manggarai for another 3 years starting from April 2026 – March 2029. 

To ensure that the implementation of this project can run well in accordance with the targets and indicators that have been set, it is necessary to recruit a Project Coordinator who will be fully responsible and have an office in Ruteng, Manggarai.  

 

The Opportunity

Project Coordinator role as point of contact for project implementation. She/he will run day-to-day coordination with partners and other key stakeholder, ensure the project achievement based on Detail Implementation Plan, as well as provide administrative work to comply with Plan Indonesia standards and regulations.

 

 

Key Responsibility :

 

Ensuring effective and efficient project management

  • Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
  • Be responsible for managing consultants and other related stakeholders to ensure delivery of quality outputs based as required and planned in the project;
  • Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors’ standards and compliance;
  • Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the Field Manager for consideration and updating the status of these risks by maintaining a Project Risk Registry;

 

Effective Working Relationship with Stakeholders, Partners, Consultants and Program Department

  • Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
  • With supports from Program Team, initiate, establish and maintain good relationship and coordination with government and private sector stakeholders;
  • Be the focal person for the contact with local partners and governments; this entails attending regular update calls, responding to email requests, attending meetings and exchange learning and ideas.
  • Initiate and execute conversations around advocacy and impact, thereby contributing to sustainable project outcomes

 

Monitoring, Evaluation, Research and Knowledge Management (MERKM)

  • Works and coordinates with MER Specialist to manage and monitor the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline and endline data collection;
  • Establish proper monitoring procedures with key stakeholders and project partners
  • Coordinates the data collection and support the provision of project report in Indonesia for periodic reporting to Plan International Hongkong Office, Donor and YPII Quarterly and Annual Reporting mechanism in timely and high quality manner in coordination with Grant Acquisition Manager and with supervision from Field Manager and Area Program Manager;
  • Supervises the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
  • Maintains quality standards of document keeping, retrieval and sharing mechanism.

 

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
  • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
  • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

 

Requirements for The Role:

 

Essential

  • Undergraduate degree in education, health, social fields or other related fields in health, ECD, and gender equality
  • Minimum of 3 years of experience in project management, including budget management, monitoring, evaluation and quality project reporting
  • Minimum of 3 years of experience working in coordination with Government agencies/offices, Health, and ECD sectors
  • Good oral and written communication skills in English and Bahasa Indonesia
  • Ability to function efficiently and effectively with minimum day-to-day supervision
  • Demonstrated skills in problem-solving and people management.

 

Desirable

  • Familiar with early childhood development and parenting practice
  • Demonstrated experience in working with children and communities
  • Experience in managing programmes in child protection
  • Experience in working in a multi-cultural organisation
  • Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment
  • Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion

 

Location: Remote placement in Ruteng Manggarai, NTT, with frequent travel to project location in the field.

Reports to: straight line to Field Manager – Manggarai
