Background
Plan International is an independent development and humanitarian organization that advances children’s rights and girls' equality. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.
The Opportunity
We are looking for two Field Development Officers to play a key role in empowering children, young people, and communities to participate in local development processes actively. Working closely with village governments, youth groups, community organizations, and families, the successful candidates will support the implementation of child-centered and gender-responsive programs, strengthen community capacity, promote children's rights and protection, and contribute to building safe, inclusive, and child-friendly communities.
The Field Development Officers will also be responsible for fostering meaningful stakeholder engagement, ensuring high-quality sponsorship communications, supporting community participation, and maintaining compliance with safeguarding principles and organizational standards. This role requires strong interpersonal skills, a passion for community development, and the ability to work collaboratively with diverse stakeholders to create lasting positive change for children and young people.
Accountabilities for The Role
1. Participation: children and young people, especially women
- to have knowledge and skills so that they are able to participate meaningfully in strategic decision making in the village.
- Strengthening children's and youth organizations such as the Village Children's Forum, Karangtaruna and other youth organizations, in order to be able to voice children's issues and youth leaders at the village and sub-district levels
- Ensure the representation of children and young people, especially women, in strategic forums in villages and sub-districts such as: Village and District Development Planning Deliberation
- Facilitate children's and youth organizations in villages and sub-districts to have medium-term work programs and annual work plans.
- Facilitating children and young people in villages and sub-districts to be actively involved in development programs in the village.
2. Social Community Preparation
- Preparing village communities, CBOs to support and participate in all stages of programs implemented in the village, both managed by CBOs, NGOs and other Mitra2 as well as those directly managed by the Plan.
- Preparing traditional figures, religious leaders. Community leaders to support all Plan Indonesia programs in villages.
3. Programs and Governance
- Identify issues related to children and young people, especially women in villages and sub-districts
- Propose project priorities in villages based on issues and mini CS
- Advocating and mentoring village governments to allocate village funds to support child-worthy village indicators
- Building networks with community-based organizations (CBOs) and civil society organizations, together advocating for stakeholders on Child-Friendly Villages
- Facilitate groups/organizations of children and young people to voice their concerns and interests over the fulfillment of children's rights and protection
- Assist in the coordination and monitoring of other Plan-funded projects in the community
4. Sponsorship
- Solely responsible for the quantity and quality of communication sponsorship products produced by CBOs/volunteers in order to meet all sponsorship communication product requirements
- Responsible for ensuring the implementation of 9 sponsorship commitments in its work area
- Orienting, accompanying and explaining sponsors who visit their villages.
- Raising public awareness of the dangers of unannounced visits and what to do when they happen
- Conduct capacity building, training and mentoring for volunteers in knowledge, regulations and sponsorship communication skills, ensuring that all volunteers acquire adequate skills and knowledge before working to support Yayasan Plan International Indonesia
- Meet at least once a year with all SCs and families to maintain effective relationships with them
- Make home visits, make reports and follow up if needed
- Monitoring the SC wellbeing gap in accordance with the work plan set together
- Properly facilitate sponsorship visits to SC families according to predetermined standards.
5. Coordination with parties in villages and sub-districts
- Informing every activity of Yayasan Plan International Indonesia at the sub-district and village levels
- Discuss all issues and problems of children and young people, especially women in the village
- Ensure that village/sub-district governments are involved in every activity of Yayasan Plan International Indonesia in villages/sub-districts
6. Administration
- Ensure all project monitoring and reporting requirements are met
- Ensure all liquidation and financial documents are timely and of good quality
7. Safeguarding, PSHEA, and GEDSI
- Carry out safeguarding principles in every planning process, making risk mitigation analysis, implementation, documentation, monitoring, evaluation, and reporting within the project.
- Committed to building professionalism, a culture of protection, prevention of violence, and the attitude to have the courage to report any form of violence against children and program participants, and participate in regular evaluations through the Annual Appraisal related to safeguarding with supervisors
- Participate in face-to-face induction and/or Safeguarding training and refresher training through the Plan Academy platform and promptly recertify.
Requirements for The Role:
Essential
- Bachelor degree in Social Science or others relevant field.
- At least 1 year of experience working on community development, project management, fresh graduates are welcome to apply with experiences in organization management.
- Experience of implementing project on a day to day basic, delivering on required tasks and a good awareness of project requirements and priorities.
- Experience in organizing event.
- Good analytical skill, able to capture and understand the dynamics of social media engagement.
- Strong cross-cultural skills and a demonstrated ability and enthusiasm to collaborate with different communities.
- Good in speaking and writing English.
- Good interpersonal communication skills for knowledge sharing and collaboration.
- Able to work both in team and independently with minimum supervision.
- Ability to work to tight deadlines and to multi-task.
- Commitment to safeguarding and CCCD implementation.
- Commitment to Fraud awareness policy.
Desirable
- At least 1-year experience or skills around connecting or working with young people
- Good understanding about SRHR, Early pregnancy, gender norms and practices & Child Marriage
- Good Knowledge on and Practices of Safeguarding.
- Good understanding on Fraud Awareness
Location: These roles will be based in Nagekeo, NTT.
Type of Role: 1-year Fixed-term contract (PKWT)
Reports to: straight line to Field Team Leader Nagekeo
