Background

 

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects and influencing decision-makers and key stakeholders to make the required changes.

 

The Opportunity

 

The Program Coordinator will be responsible to implement sponsorship program and grant projects within scope of PIA (Program Implementation Area – Nagakeo), including child sponsorship (global and local), community sponsorship, sponsorship communication and grant-funded projects. This primarily includes to ensure all projects that are implemented at PIA level are met the designated output & outcome indicators.  He/she will also establish effective relationships between communities, government, partners, and donors; including the effective influencing (advocacy and campaign) to promote replicability and sustainability of Yayasan Plan International Indonesia program activities.

 

 

Key Responsibility :

 

  1. Responsible to maintain high quality in all aspects of child sponsorship commitment and community sponsorship framework are implemented, gained, monitored and evaluated well on a country wide basis.
  • Ensure the child and community sponsorship commitment are met, well-resourced, documented and reported in qualified measurement, in liaise with field development officer (FDO).
  • Work in collaboration with other units within the organization in order to maximize the accountability of community sponsorship effort
  • Support the growth of child and community sponsorship, phase-in & phase-out  are effectively managed and met

 

  1. Responsible Project Management:
  • Support project design stage within the scope of PIA, including ideation with partners, youth group and community, including women’s group, disability group, which is in line with CS5 core objectives through learning documents and progress achievement tracking
  • Deliver the project planning and implementation at PIA, including development of all supporting documents, partnership assessments, preparation and updating of the internal system in SAP, PMERL, DIP, or any other system applicable in Plan Indonesia. Ensure the implementation runs smoothly based on project compliance, audit, and the Operation Manual. Responsible for developing the exit strategy and sustainability plan from the early stages of the project and sharing them with external stakeholders
  • Establish strong coordination and communication with internal and external stakeholders, including donors, government (local and provincial), partner networks, and communities
  • Lead in project monitoring, evaluation, and research, in collaboration with the MER team or other related units, both internally and externally. In charge of the dissemination of research results, together with the communication team or the external relations team
  • Lead in the project closing stage, in collaboration with the grant management team or other related unit, to ensure the sustainability plan and scale-up strategies are well implemented, hand over assets, close internal systems, and submission of high-quality reports
  • Ensure GEDSI and safeguarding approaches are well mainstreamed and implemented throughout the project management stages.

 

  1. Communication and Reporting
  • Conduct monitoring to target project location and facilitate discussion and coordination between donors, stakeholders, program participants and partners (PSHEA/GBV networks).
  • Maintain communication with the partner, MER, and team on project planning and implementation, monitoring and evaluation.
  • Monitor project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
  • Support the development of progress reports for the internal Plan every quarter and on other bases if needed
  • Support informative and high-quality reports and any other required information for NO, donors, or external stakeholders, including for publication in Plan Indonesia’s platforms
  • Collaborate with the communications team to develop and disseminate the project's related communications strategy, both internally and externally stakeholders, including producing the learning documentation, best practices, case studies, Op-Ed, and other product knowledge
  • Support the development of project learnings, in collaboration with MER and other relevant teams, including involving government, partners, youth networks and other program participants. Seek innovation and put in place improved learning practices within and outside the program
  • Represent the Plan in the relevant network meetings and/or conferences at village or district level

 

  1. Networks and Partnership:
  • Establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation
  • Support the partnership team to conduct partnership assessment and capacity assessment for partners, including youth networks, along lead the programmatic capacity building for partners and youth networks
  • Maintain and expand high-quality and strategic relationships with project stakeholders, as well as reviewing reports and indicators, including promoting Plan Indonesia’s works as youth youth-focused organization and NGO of choice on girls' rights in development and humanitarian as well as gender equality. Link program participants to local and national resources, networks, or funding to continue or scale up their initiatives, in collaboration with the RMER and PQDP team
  • Support the development and implementation the advocacy agenda and campaign at district level, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia
  • Support the youth engagement team to strengthen youth centeredness program, involving the Youth Advisory Panel (YAP) and Planet, to ensure a coherent youth-led movement and a youth-led advocacy initiative in Indonesia

 

  1. Management: People, System, and Process
  • Supervise and provide mentoring/coaching to the project team – if any to improve professional and technical capacity on the strategic and practical project implementation
  • Manage budget and PC in Plan’s system (SAP), in coordination with Finance and Procurement teams
  • Work with the CMT and technical team to devise strategies, policies, and protocols to promote the diversity of youth feel create a safe and protected environment while engaged with YPII and  external stakeholders related to YPII, including upholding the implementation of PSHEA.
  • Developing close coordination with the partner to ensure all project outputs are well achieved

 

5.           Safeguarding Children and Young People (Safeguarding) and Gender Equality, Disability, and Social Inclusion (GEDSI)

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
  • Participates actively in capacity-building and learning events on Safeguarding Children and Young People and Gender Equality and Inclusion.
  • Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GESI.
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

 

Requirements for The Role:

 

Experience and Knowledge

  • Bachelor Degree on Development Management, Social Science, Development Economics, or related field such as Management, International Relations, Public Administration or equivalent.
  • Minimum of 3 years of field work with children and communities
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively in an NGO sector
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Excellent facilitation, oral and written communications skills
  • Willing to be based in Nagakeo, NTT
