Senior Grant Accountant – Plan International Liberia Plan International Liberia is seeking a highly qualified Senior Grant Accountant to support the TB/HIV/RSSH and COVID‑19 grants. Reporting to the Deputy Chief of Party – Finance, this role ensures strong financial management, donor compliance, accurate reporting, and effective use of corporate systems (SAP, SAP BI, PowerBI). The Senior Grant Accountant will oversee treasury operations, accounting processes, audits, risk management, and digital record‑keeping, while also mentoring staff and strengthening partner capacity.

 

Core Responsibilities

1. Business Planning

  • Prepare and review grant budgets, framework agreements, and project mapping in SAP.
  • Monitor budgets and support reprogramming or modifications.
  • Assist with annual country office budget preparation.

2. Treasury Management

  • Review fund requests and prepare quarterly disbursements.
  • Verify donor disbursements vs. bank receipts.
  • Monitor bank balances, reconciliations, and mobile money accounts.
  • Conduct petty cash checks.

3. Accounting Processes

  • Review payment requests, vouchers, and staff advance liquidations.
  • Ensure compliance with tax regulations.
  • Monitor shared costs, cost recovery, and intercompany recharges.

4. Financial Reporting & Compliance

  • Implement internal controls and ensure donor compliance.
  • Prepare audit action lists and follow up on weaknesses.
  • Produce quarterly and annual financial reports (PU, PUDR, pulse checks).
  • Ensure payroll and travel advance reconciliations.

5. Corporate Systems (SAP, SAP BI, PowerBI)

  • Manage financial systems and train staff.
  • Ensure accurate postings, accruals, and compliance with SAP indicators.
  • Coordinate month-end processes.

6. Record Keeping & Archiving

  • Maintain chronological filing and digital archiving.
  • Ensure completeness and stamping of vouchers.

7. Risk Management & Auditing

  • Conduct financial risk assessments and implement mitigation strategies.
  • Support internal/external audits and fraud investigations.
  • Update project risk registers and safeguard compliance.

8. Human Resource Processes

  • Supervise staff, approve timesheets, and conduct appraisals in HRIS.
  • Ensure safeguarding and gender equality policies are embedded.

9. Other Duties

  • Keep DCOP Finance informed of challenges.
  • Perform additional tasks as assigned.

Requirements:

  • Bachelor’s degree in Accounting or equivalent

  • Minimum 6 years’ experience in finance, audit, or grants management (NGO experience preferred)

  • Strong knowledge of financial systems, donor compliance (Global Fund), and local accounting standards

  • Proficiency in SAP and MS Office tools

  • Excellent communication, negotiation, and training skills

This is an initial one‑year contract with potential extension based on project needs.
