Job Purpose

 

The Grants Officer will support the financial management, oversight, and compliance of grants and subgrants under the Liberia Women Empowerment Project (LWEP). This role is crucial in ensuring that all grants are administered in accordance with the objectives outlined in the LWEP Project Appraisal Document, focusing on women’s economic empowerment, the prevention of gender-based violence (GBV), and the promotion of adolescent sexual and reproductive health (ASRH). The Grants Officer will assist in maintaining strong financial practices across consortium partners, including Plan International, Catholic Relief Services (CRS), and ActionAid, with an emphasis on donor compliance, particularly with the World Bank Group and other institutional donors.

The Grants Officer will also contribute to the financial monitoring of livelihood, community mobilization, and SASA TOGETHER! (Start, Awareness, Support, Action) activities, ensuring proper fund utilization to support the project's outcomes aimed at transforming gender norms and promoting women’s rights.

 

Required Qualifications

  • Education: Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (Master’s degree preferred).
  • Experience: A minimum of 5 years of experience managing grants for international development projects.
  • Donor Compliance Knowledge: Familiarity with World Bank Group financial management and compliance requirements, particularly in relation to women’s empowerment and GBV projects.
  • Project Management Experience: Experience working with consortiums or large-scale projects in Liberia or the West African region is preferred.
  • Financial Management Skills: Understanding of financial management for programs targeting economic empowerment, GBV prevention, and reproductive health.
  • Technical Skills: Proficiency in accounting software and financial management tools.
  • Interpersonal Skills: Strong interpersonal and communication skills, with the ability to work collaboratively with diverse project teams and consortium members.

 

Preferred Skills

  • Experience working on projects that incorporate SASA TOGETHER! methodology or similar community-based approaches to violence prevention.
  • Familiarity with financial oversight of livelihood and vocational training programs, especially those aimed at women’s economic empowerment.
  • Fluency in English, with strong writing and reporting skills.
  • Capacity-building experience with local NGOs and community-based organizations.
