Role PURPOSE

To ensure Country finance operations are conducted as per prescriptions of the Plan Finance Operational Management Standards, Country Office financial performance standard, new Finance Operations Manual (FOM) and other approved policies and procedures of Plan, as well as donors.

Accountabilities

Key End Results and typical Responsibilities:

 

Support Budget preparation and budgetary monitoring and Control of the entire Country’s budget for effective implementation of financial plans. To do this, the role will:

  • Budgeting for the Country Office and Grants
  • Providing timely and reliable financial information and analysis that leads to effective decision making in-country.
  • Managing accounting and treasury functions.
  • Producing financial reporting and analysis.
  • Implementing internal financial controls
  • Manage SAP and other corporate systems
  • Cost recovery

 

Budgeting for the Country Office and Grants

  • Assist in the preparation of the annual grant budget, monitor the impact of operation plans upon existing grants, analyse, and advise supervisor/Senior management concerning appropriate actions to be taken.
  • Reviews all partners liquidation and clears in SAP system after CFM’s approval.
  • Reviews all grants funded Project Outlines (POs) and PO Modification on quarterly basis alongside with the supervisor to complete the quarterly KPI
  • Assist program staff at the time of proposal budget preparation and implementation.
  • Develop Country related cash flow forecasts for individual projects in close collaboration with the Supervisor.
  • Monitor actual Project expenditures against approved line items monthly; alert to any irregularities and make recommendations concerning the correction.
