The Opportunity
We are seeking an ambitious, strategic and relationship-driven Business Development Manager to lead the growth and diversification of Plan International Liberia's funding portfolio and strengthen our position as a trusted partner for donors, National Organisations, foundations, UN agencies, NGOs and corporate stakeholders.
As a member of the Extended Country Leadership Team, you will play a pivotal role in shaping and delivering the country's resource mobilisation strategy, identifying and securing new funding opportunities that support sustainable, high-impact programmes for children and young people, particularly girls. You will lead strategic donor engagement, build high-value partnerships, provide market and donor intelligence, and position Plan International Liberia to compete successfully for institutional and private funding.
This is a unique opportunity to influence the future growth of the organisation, leading the full business development lifecycle from opportunity identification, donor mapping and consortium building through to proposal development, grant acquisition and donor stewardship. Working closely with programme, finance and technical teams, you will ensure the development of compelling, donor-compliant funding proposals that align with both donor priorities and Plan International's country strategy.
Key responsibilities:
- Develop and deliver Plan International Liberia's resource mobilisation strategy, ensuring alignment with organisational priorities, programme needs and income growth targets.
- Identify, assess and pursue funding opportunities from institutional donors, foundations, National Organisations and corporate partners.
- Build and maintain strategic relationships with donors, UN agencies, NGOs, National Organisations and consortium partners to strengthen Plan International Liberia's positioning and influence.
- Lead donor mapping, market intelligence and pipeline management to drive sustainable funding growth and diversification.
- Oversee the development of high-quality, donor-compliant concept notes, proposals and funding applications that align with organisational priorities and donor requirements.
- Lead decision-making on funding opportunities, including opportunity assessment, partner engagement and proposal strategy.
- Negotiate donor agreements and terms and conditions, ensuring strong financial sustainability, compliance and cost recovery.
- Act as the primary focal point for donor and National Organisation engagement, maintaining strong relationships throughout the grant lifecycle.
- Oversee donor reporting, grant compliance and funding performance, ensuring timely submission of high-quality reports and adherence to donor requirements.
- Provide strategic funding analysis, pipeline updates and recommendations to senior leadership, supporting informed decision-making and organisational growth.
About You
- Significant experience in business development, grants acquisition, fundraising or resource mobilisation within the international development or humanitarian sector.
- Strong understanding of the international development funding landscape and donor environment.
- Proven success securing funding from institutional donors such as the EU, USAID, World Bank, Global Fund, AFD and UN agencies.
- Demonstrated experience developing successful funding proposals and managing donor relationships.
- Excellent stakeholder management, influencing and negotiation skills, with the ability to build strategic partnerships.
- Strong analytical, planning and project management capabilities.
- Experience working within an international NGO or development organisation.
- A track record of translating funding opportunities into sustainable income and long-term programme impact.
Location: Monrovia, Liberia. This is a global search and therefore support with a relocation package is available if required.
