Background

 

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (Plan Indonesia) was established as the national entity of Plan International in Indonesia. Plan Indonesia is currently implementing Country Strategy 5 (CS 5) covering the fiscal year 2022 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls.” Plan is a dual mandate organization, in development and humanitarian. Plan Indonesia supports the humanitarian scale-up, aiming to be the NGO partner of choice to promote and support girls in emergencies. While Indonesia is a disaster-prone country, Plan Indonesia will support the needs and gaps experienced by children and young people, particularly girls in emergencies.

 

The Opportunity

 

The Field Manager (FM) – NTB will be responsible to the program growth and implementation of grant-funded projects in NTB to ensure alignment with Plan Indonesia Country Strategy 5 (CS5) program objectives. FM NTB is overseeing all project managers/coordinators who are implementing projects in NTB.

FM – NTB is also accountable for annual project design and review at NTB, its achievement toward the expected outcome, and ensuring high-quality reports. S/he also play key roles in representing Plan Indonesia in NTB and to promote YPII’s works, advocate for enhanced collaboration, and establish effective relationships and coordination with stakeholders at the provincial level, including the national government as necessary, NGO alliance, donors and stakeholders at the national level.

 

 

Key Responsibility :

 

1. Program Growth and Development

  • Support the development of grant projects within the scope of NTB, and liaise with the Program Manager, Business Development Unit and Resource Mobilization targeted donors.
  • Responsible for identifying and executing opportunities to grow the program, in collaboration with BD and RM through assessment, identification, study and analysis on issue priorities, geographical areas, feasibility and risk of initiate and scale the intervention, and other related data needed in the concept notes/proposals
  • Provide supervision and technical advisory during project development and acquisition process.
  • Seek the opportunities to initiate pilot projects through variety of fund sources both internal and external, as well as develop the documentation and knowledge to scale successful models
  • Lead the producing evidence to guide program development through analyse field primary data and/or secondary data to identify trends and growth opportunities
  • Align the project design and implementation with Plan International principles on gender transformative and Programme and Influencing Quality Performance (PIQP).

 

2. Oversight and Implementation of Project Management

  • Deliver project activities to support grant-funded projects in NTB – as necessary
  • Provide oversight and technical inputs to the project implementation, and coordination with project managers/coordinator for grant-funded projects.
  • Lead the monitoring of financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, following Plan Indonesia’s and donors’ standards and compliance.
  • Oversee the monitoring of technical outputs from projects, to ensure the quality and governance of mobilization of goods and services to support project activities.
  • Oversees the project risks and mitigation strategy as identified by project managers/PIAM, and plans for measures as well as keeps updating the Project Risk Registries.
  • Lead the project closure process, audit, and transfer of project assets, ensuring compliance with Plan International policies and donor guidelines.
  • Ensure adherence to the existing financial, procurement, and administrative processes in line with prevailing YPII rules and regulations.
  • Accountable for high quality youth engagement (YAP, Planet) across the project cycle management

 

 

3. Advocacy and Influencing

  • Lead the advocacy and influencing of the program thematic area of expertise to inform policies, and enrich CSO discussions and public opinion in NTB, contributing to the effort to build Plan Indonesia’s thought leadership in child rights and girls’ equality.
  • Identify opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organisations (such as UN Agencies), and development partners on the YPII’s program priorities.
  • Participates in Plan Indonesia and PII global and national campaigns and works with strategic partners on these issues.
  • Participate and represent Plan Indonesia in provincial, national and international platforms or conferences should this opportunity arise.

 

4. Reporting and Knowledge Management

  • Oversee all grant projects within scope of NTB to have an integrated Monitoring, Evaluation, and Reporting (MER) Framework, through coordination and working together with MER Coordinator/Specialist to design the framework.
  • Supervise and provide technical overview to ensure the quality and timely submission of periodic reporting requirements (quarterly and annually) as per Plan Indonesia’s and donor’s reporting schedule.
  • Oversee the implementation of grant projects in NTB by using agreed integrated dashboard, monitoring tools, in the M&E Framework, supervise and monitor the baseline, midline, and end-line reporting process for ensuring the feedback loops.
  • Plan, coordinate, and oversee the development of quality knowledge products as part of learning and strengthening Plan Indonesia’s position.
  • Ensures quality standards of document keeping, retrieval, and sharing mechanism.

 

5. Communication, Partnership and People Management

  • Establish good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance.
  • Accountable for grant project documentation, publication, impact measurement and stories, and any other influencing agenda to promote YPII’s program achievement.
  • Lead and coordinate the across projects in ensuring coordination with government stakeholders, as well as establish new strategic partnerships with relevant stakeholders at national and regional levels.
  • Adhere to RASCI in decision-making and communication in the implementation of projects.

 

6. Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
  • Participate actively in capacity building and learning events on Safeguarding Children and Young People and Gender Equality and Inclusion.
  • Submit required documentation (reports, checklists, action plans) to implement policy, standards, and approaches on Safeguarding and GESI.
  • Understand and put into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

 

Requirements for The Role:

 

Experience and Knowledge

  • Bachelor degree (master degree is preferable) on social/community development, sociology, village development, and other related fields.
  • At least 7 years-experience in development work, 3 years of which were in a supervisory/managerial capacity preferably in an international NGO
  • Resourceful on CCCD including stunting and parenting issues
  • Hands-on experience in participatory approaches
  • At least 3 years successful experience in community development management
  • Strong perspective on child rights, GESI and youth meaningful participation
