Project Background

 

According to the Central Statistics Agency of NTT, the key sectors engaging the highest workforce are agriculture (30.22% ), social services (12.75%), and trade (12.69%). Agriculture remains the most crucial sector in the province, this sector stands as the largest contributor to the regional domestic product, accounting for 22% in Manggarai in 2012. Currently, there are 86,511 young people recorded in Manggarai Regency and 31% of them are young farmers (Central Bureau of Statistics, 2023).

 

Despite agriculture's significant role in NTT's economy and 1/3 of the youth population engaging in agriculture, however, young people often have less access to farming resources, they gain autonomy over land only after reaching a certain age (40 years or older) to cultivate it for themselves. Also, there is a marked demographic disparity between the ratio of male and female farmers 5: 1 (i.e., 49,000: 9,000) (Agriculture Census, BPS 2023). Gender norms often limit women's involvement and role in farming, constraining their access to land and resources which makes them less favorable to develop agriculture business as a livelihood option. In rural NTT, land management authority is typically held by elders. Traditional and cultural practices hinder women's rights to property, land rights, or inheritance, as well as the right to make decisions for themselves in NTT. Young women encounter challenges from local patriarchal norms, leading to social discrimination and exclusion within families and communities. Addressing this gender imbalance is crucial for creating a more equitable and inclusive agricultural sector, fostering economic growth and benefiting the entire community.

 

The Green Skills project aims to tackle the environmental degradation issues of conventional farming, gender inequality, youth unemployment, and outward migration due to limited economic opportunities for rural youth by promoting environmentally friendly farming techniques called Climate-Smart Agriculture (CSA) and gender-sensitive and advanced Green Skills training amongst young farmers, enabling them to access income generating opportunities in the green economy and to establish sustainable livelihoods in Manggarai.

 

The project also aims to promote village-based vocational training focusing on CSA, especially for young women. By equipping young women with CSA green farming skills, not only can they cultivate vegetables for personal consumption, and sustain their families with surplus, but also tap into potential agricultural resources for promoting gender equality and inclusion in the CSA and sustainable agribusiness sector in NTT. Thus, the project will provide young women with opportunities to be a leader in their community.

 

The Opportunity

 

The Project Officer for the Green Skill Project will support technical aspects related to agriculture development, including increasing young people's capacity to choose, manage, and harvest plants/crops. She/he will report to the Project Manager.

 

Accountabilities for The Role

Provide Technical Inputs on Prospectus Sustainable Agriculture Commodities to be developed

  • Conduct rapid assessment on sustainable agriculture to be developed, including considering the availability of local resource, ease of adoption and market opportunities.
  • Formulate recommendation on prospectus sustainable agriculture to be developed

Support the Process of Monitoring Evaluation, Learning and Reporting

  • Support Project Manager in coordinating MERKM related activities, including baseline & end-line survey, monitoring, evaluation and reporting
  • Provide data to Project Manager related project achievement, beneficiaries and other related data regularly

Coordinate Youth Capacity Building Activities on Livestock Skills

  • Under supervision of Project Manager, develop networking and collaboration with key stakeholders for youth capacity building on sustainable agriculture including Livestock and Agriculture Local Government Office and Agriculture Input Suppliers.
  • Modifying training modules on sustainable agriculture from various resources.
  • Conduct youth capacity building activities on sustainable agriculture development and management, including training, mentoring and monitoring. 

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
  • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
  • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

 

Requirements for The Role:

Essential

  • Undergraduate degree in agriculture science
  • Minimum of 5 years of experience in sustainable agriculture and community development
  • Skill in training modules development and training implementation.
  • Ability to gather data, compile information, and prepare reports.
  • Ability to provide technical guidance and support staff
  • Ability to function efficiently and effectively with little day-to-day supervision
  • Willing to be located based in Manggarai, NTT

Desirable

  • Demonstrated experience in working with children and youth
  • Experience in managing programmes in child protection
  • Experience in working in a multi-cultural organisation
  • Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment
  • Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion
