In the last three years, Plan International Philippines has been implementing interventions to support marginalized young people from urban poor communities by increasing their participation in civil society and governance processes so that they are able to provide input in setting local policy. 


Building on the lessons and good practices from previous projects, Plan International is scaling-up key interventions through collaboration, cooperation, and strengthening of strategic partnerships with civil society organizations (CSOs) and advocates for more local government and community support that are accessible for young people. The scale-up of interventions is currently implemented in partner communities and in selected communities in Eastern Visayas (Tacloban City) and Central Mindanao (Cotabato City) and in the National Capital Region.


In line with this project, Plan International invites competent, experienced, and committed professionals to fill the following position. 


The Youth Engagement Specialist will be the overall lead in operationalizing the training/s needed by the identified youth participants on Disaster Risk Reduction/Climate Change Adaptation, Youth Action on Developing Adaptation Plans, Design Thinking, and other youth engagement initiatives. She/he will be responsible for the day-to-day coordination with program teams and support units in the implementation of the training alongside the other initiatives of Plan International Philippines (PIP). She/he will also be providing technical guidance to the project team and CSO partners in the development of the children and youth groups’ projects.


Further, as the Youth Engagement Specialist:


  • You will capacitate staff, partners, and Youth groups in rolling out the Design Thinking Process and its module, and identify areas of improvement in the curriculum content, training materials, and training modules to align with the project’s targets and priorities.
  • You will coordinate and support the conduct of the Design Thinking processes with project participants, and provide regular mentoring/coaching to staff, partners, and project recipients.
  • You will work with program teams to link the project participants to community actors (CSO partners, networks, government agencies, the academe, etc.) at the local or national, or international levels to identify, test, and refine proposed solutions and to strengthen their capacities.
  • You will support partnership development and resource mobilization efforts related to Urban Nexus and youth engagement.
  • Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas. 





To be successful in the role you will need among other things:


  • University Degree, preferably in Community Development, Social Work, Development Communication, or a related field; Master’s degree a plus.
  • Has at least three (3) years of experience in program and project development, particularly in innovative programming.
  • Has the knowledge and/or exposure to Child Rights and Gender Programming, facilitating consultations with a variety of groups (including children and youth), Project Proposal Development and Management, Knowledge Management, Human-Centred Design approach, and Monitoring, evaluation, research, and learning.
  • Able to practice clear and effective communication skills that build relationships and influence others.
  • Good command of verbal and written communication skills and the ability to relate to people from all backgrounds.
  • Applicants must be based in the Philippines and Filipino nationals.
