We work with around 7,000 partner communities, or barangays across the country, delivering programs on (PIER) Protection from Violence, Inclusive Health, Education to Economic Empowerment, and Resilience and Humanitarian.

We have 30,000 sponsored children and 2.5 million program participants, co-creating lasting impact, especially for girls.

 

Project Background

 

Plan International Pilipinas Foundation, Inc. is implementing a multi-year health project aimed at strengthening local health systems and improving access to quality, inclusive, and responsive health services for vulnerable communities.

 

The project supports local stakeholders in enhancing health governance, service delivery, and systems strengthening efforts to promote equitable, accessible, and people-centered health care.


Role Purpose

 

The Health Specialist will provide overall technical oversight to project implementation. The role is responsible for developing and guiding evidence-based health systems strengthening strategies, supporting improvements in local health governance, and promoting effective, inclusive, and responsive health service delivery.

 

The position will work closely with government stakeholders, implementing partners, and local communities to ensure high-quality project implementation, capacity strengthening, and alignment with national health priorities.


 

Key Responsibilities

 

Technical Oversight and Project Support

 

  • Analyze relevant data, trends, and contextual information to inform program strategies and technical approaches.
  • Provide technical guidance in the design, implementation, and continuous improvement of program interventions.
  • Ensure activities are evidence-based, context-appropriate, and aligned with program objectives and organizational standards.
  • Contribute technical expertise to planning, implementation, monitoring, and quality assurance processes. 

 

Documentation, Reporting, and Knowledge Management

 

  • Prepare technical papers, briefs, and inputs for communication materials.
  • Review project reports and provide technical feedback prior to submission.
  • Document lessons learned and contribute to shared learning across partners.

 

Stakeholder Engagement and Coordination

 

  • Build and maintain collaborative relationships with key stakeholders, partners, and relevant institutions.
  • Participate in meetings, consultations, workshops, and other coordination activities as required.
  • Provide technical support and advice to stakeholders to promote effective program implementation.
  • Foster collaboration and information sharing among partners and stakeholders. 

 

Field Support and Capacity Development

 

  • Conduct regular field visits to provide technical assistance and monitor implementation progress.
  • Identify competency gaps of project/partner staff and support capacity-building activities.

Qualifications

 

Education

 

  • Bachelor’s degree in Public Health, Health Policy, Health Management, or related discipline.
  • Master’s degree in a relevant field is an advantage.

 

Training and Knowledge

 

  • Strong understanding of public health, health systems, community development, program management, and inclusive development approaches.
  • Knowledge of technical standards, policies, and best practices relevant to health and development programming.
  • Familiarity with safeguarding, protection, gender equality, and rights-based approaches.
  • Understanding of stakeholder engagement, capacity strengthening, and partnership management in development or social impact programs. 

 

Experience

 

  • Minimum of 4–5 years of relevant experience in public health, health systems, development programming, or related fields.
  • Demonstrated experience in the design, implementation, monitoring, and evaluation of programs or projects.
  • Experience working with a range of stakeholders, including government institutions, development organizations, civil society groups, communities, or private sector partners.
  • Experience providing technical assistance, capacity strengthening, and program quality support.
  • Knowledge of health systems, social development, governance, or related sectors is an advantage.

  • Digital Literacy: Proficiency in MS Office applications and Canva.
  • Communication: Strong written and verbal communication; effective in negotiation, coordination, and representation with multiple stakeholders.
  • People Skills: Able to work independently and collaboratively; capable of supporting and training local staff; comfortable working in community settings using participatory approaches.
  • Organizational Skills: Ability to manage multiple priorities, meet deadlines, and ensure high-quality technical outputs.
