Plan International has worked in the Philippines for more than 50 years and has extensive experience responding to natural disasters and other crises, deploying teams of technical experts to support the immediate delivery of clean drinking water, food, medical supplies, shelter, educational resources and psychosocial support.


Plan International is currently responding to several major disasters to help alleviate the suffering and protect the rights and dignity of the affected communities. In this regard, Plan international is currently looking for highly competent, experienced and committed professionals to fill out the below vacancy. This role is under a two-year contract.






The Emergency Response Specialist will be deployable to lead and manage emergency response activities. This role will serve as the Emergency Response Manager (ERM) when deployed on Orange level response. He/She will work closely with the sector technical specialists on program implementation and will report to the Program Technical Manager of Disaster Risk Management.

When not leading an emergency response, the Emergency Response Specialist will work on strategies to build organizational preparedness. The Emergency Response Specialist will work with Plan’s team in the Country Office in Manila and Programme Area offices around the country to strengthen their awareness and preparedness based on the action plans developed. The Emergency Response Specialist will also represent Plan in key technical fora, clusters, and humanitarian technical working groups in Manila and in humanitarian response contexts.




  • Has at least five (5) years' work experience in development work, and at least three (3) years experience in a supervisory role.
  • has at least two years experience in managing or deployed in emergency response.
  • Experience in working within an emergency response context.
  • Advanced degree in Social Science, Statistics, Social Work, Community Development or other related courses.
  • Has undergone relevant training and/or experience in project management, people management, risk management, emergency response management and gender in emergencies.
