THE OPPORTUNITY

 

Severe Tropical Storm (STS) Nalgae (known as “Paeng” in the Philippines), is the 16th tropical cyclone that reached the Philippine area of responsibility this season. It was an extremely massive and destructive tropical storm that devastated most of the country. It hit the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), affecting about one million people (202,000 families) from 283 barangays.

 

Plan International will implement an initial six-month response based on the current critical, immediate, and unmet needs of affected families in the evacuation centers/communities. It will be implemented in 33 barangays in the Plan-covered municipalities of Datu Odin Sinsuat, Datu Blah Sinsuat, and Upi in the province of Maguindanao del Norte.

 

In line with this project, Plan International invites competent, experienced, and committed professionals to fill the following position.

 

The Monitoring, Evaluation, and Research Learning Officer will lead in the implementation of quality monitoring, evaluation, research, and learning processes and standards of the Paeng Response project in the context of emergency and recovery and gender responsiveness.

 

Further, as the Monitoring, Evaluation, Research, and Learning Officer:

 

  • You will ensure that the M&E framework of the Paeng Response project is maximized in capturing, analyzing, and reporting relevant program information.
  • You will facilitate participatory project review with staff and partners, as applicable.
  • You will provide support in the conduct of the inception workshop and the formulation of the Detailed Implementation Plan.
  • You will keep track of the progress of project implementation (work and financial plan) of the Paeng Response project.
  • You will provide guidance to project staff in project development, community situation analysis, planning, monitoring, and evaluation processes through appropriate participatory and gender-responsive methods. 

 

DO YOU HAVE WHAT IT TAKES?

 

To be successful in the role you will need among other things:

 

  • Graduate of Social Science, Statistics, Social Work, Community Development, or another related course.
  • Minimum of five (5) years of development work experience; with at least three (3) years experience in conducting research, planning, developing, and managing community development work-related projects.
  • Has a high level of awareness of social science research and project evaluations, participatory rural appraisal, community development, planning and participatory Situational Analysis Planning Implementation Monitoring and Evaluation (SAPIME) processes, database management, and training management in an emergency setting.
  • Able to demonstrate awareness and sensitivity to gender and diversity; have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner.
  • Well-planned and organized even within a fluid working environment and has a capacity for initiative and decision-making with competent analytical and problem-solving skills.
  • Relevant field experience in development and emergency program management, preferably with non-government organizations.
  • Very good verbal communication skills and the ability to relate to people from all backgrounds.
  • Applicants must be based in the Philippines and Filipino nationals.

 

Location: Maguindanao Province

Type of Role: Project-based (six months)

Reports to: Team Leader

This role requires regular field-work to the project sites.
