Project Background
Indonesia is highly vulnerable to climate change, with young women and marginalized groups most affected yet underrepresented in decision-making. Addressing gaps in youth capacity and gender integration in climate policy, the JENGGALA (Jaringan Pemuda untuk Gerakan Gender dan Ketahanan Iklim Berkelanjutan) project aims to strengthen climate resilience through youth leadership and inclusive gender-equality movements. Implemented in East Nusa Tenggara (Nagekeo, Kupang, South Central Timor, North Central Timor) and South Sulawesi (Takalar), it focuses on youth leadership, climate-smart agriculture for young farmers (especially women), and inclusive, gender-responsive climate policy advocacy, reaching 4,000 young people (70% women) and engaging key stakeholders.
The Opportunity
The GESI Specialist will be the substantive expert in charge of supporting project into a gender transformative and inclusive project on climate action, livelihood and agriculture. S/he will ensure that that project aligns with Plan Indonesia’s gender policy framework and advocacy and Government Affairs Canada (GAC) GEI policy. S/he will support the project to challenge policies and practices that are harmful to particularly women and girls, disability, and socially-marginalised groups, and that support campaigns that are aimed at breaking harmful gender and social norms. The position will also help the organisation (Plan Indonesia) as a whole to be a safe workplace where gender equality and inclusion are upheld and promoted.
Key Responsibility :
Gender Transformative and Inclusive Project
- Provide advice to the project team on the GESI strategy and direction to realise the ambition for gender transformative and inclusive project, both in the current project and future potential
- Develop GESI framework on climate sensitive livelihood and agriculture framework, to support project implementation and measure the key success indicators
- Support the development and provide GESI technical guidance on the theory of change and strategy of project to ensure that it is gender transformative and inclusive, and that the perspectives of gender, disability, and social inclusion are reflected in the project design, detailed interventions and processes, along with necessary output and outcome level indicators
- Working together with the other units such as impact and MER to measure how project is delivering on the ambition of gender transformative and inclusive through researches and provide technical guidance on GESI monitoring, as well as to produce knowledge and learning products related to GESI
- Working together with the project team and partners team to ensure that all staff have a good basic understanding of GESI principles, standards, and policies on gender, disability, and social inclusion, as well as able to provide continuous GESI sensitisation to all related stakeholders
- Facilitate in the learning sessions/workshops and capacity building of partners, participants, other related stakeholders on gender, disability, and social inclusion, including developing relevant GESI learning materials and campaign materials
- Lead the assessment and reporting of gender transformative marker based on project cycle, including updating them in PMERL system
- Working with project manager and team to ensure GESI principles are being implemented and reported in the Plan and donor reporting requirement, including able to draw the learning for continuous improvement
- Support youth youth-centered approach of Plan Indonesia through the provision of capacity building on GESI to the youth participants. It also widens the program and advocacy spectrum, which is led by young people
- Identify and manage the GESI related risks and mitigation strategy, and work with project manager to plan for measures as well as keep updating the Project Risk Registries
Advocacy and Representation
- Support the project and partner team to forge effective linkage with the relevant government and non-government stakeholders, so position Plan Indonesia is positioned as a credible technical partner in gender, disability, and social inclusion.
- Develop GESI related policy brief to promote gender equality and inclusive livelihood, agriculture opportunities and climate action, based on policy review and research as well as local knowledge and practices
- Identify opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organisations (such as UN Agencies), and development partners on the GESI related topics
- Develop coordination and communication efforts with GEDSI Unit, Area Implementation Managers NTT and PIA Manager to seek alignment with GESI works and sponsorship program delivery and target, as well as partners program priorities
- Support the technical, external relations, and impact team in implementing the advocacy and communication strategy to help ensure strong gender, disability, and social inclusion perspectives in policy advocacy products, research for evidence-based advocacy, and communication materials.
- Represent Plan, in coordination with the CLT/CMT and other relevant teams, in different sub-national – national fora and networks on Gender and Inclusion, both within and outside Plan International. This is to raise Plan Indonesia's profile and share learning from its GEDSI-related works.
Safeguarding & PSHEA
- Ensure and supervise that Plan Indonesia’s safeguarding principles and standards can be applied at every initiation within GEDSI's scope of work. It includes creating a safe and inclusive environment for staff and program participants. This is to ensure various forms of violence towards all staffs are prevented and well-managed.
- Conduct regular evaluations to implement safeguarding at each GEDSI initiative within the GEDSI scope of work, including supervised staff through Annual Appraisal. Ensure supervised staff attend induction and/or training and refresher training related to Safeguarding and PSHEA, both directly (face to face) and through the Plan Academy platform, and carry out timely recertification.
Requirements for The Role:
Experience and Knowledge
- Bachelor's Degree in one of the disciplines relevant to the following areas: social studies in gender, inclusion, human rights, psychology, sociology, livelihood, or other social science fields
- Minimum of 5 years of work experience working on GESI programmes
- Excellent communication skills (verbal and written) in English and Bahasa Indonesia
- Knowledge of the links between gender equality, children’s rights, and livelihood, agriculture and climate change.
- Demonstrated understanding of girls’ rights issues, contextualized to an NGO and the linkages between the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Convention on the Rights of the Child (CRC), and the Sustainable Development Goals (SDGs)
- Knowledge of gender analysis programme frameworks and their application to child and youth-rights programming
- Excellent understanding of the practicalities of designing, implementing, and evaluating high-quality programmes that promote gender equality and girls’ empowerment
- Excellent understanding of relevant policy-making processes and institutions on gender equality and inclusion
- Ability to design proposals, guidelines, and standards, monitor and evaluate gender equality and girls’ empowerment programming, based on sound gender analysis
- Strong teamwork
- Ability to build internal and external networks across countries
- Facilitation and training skills for adults
- Dealing with conflict with tact and a collected manner
Location: Based at Kupang with at least 10% travel to project areas, government offices, and partner organizations both in office, on the field.
