Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to be healthy, educated, empowered, safe and protected. About Youth Engagement Unit

Meaningful child and youth participation is central to Plan Indonesia’s work to advance children’s rights and gender equality. YPII has established various youth engagement platforms, including the Youth Advisory Panel (YAP), Youth Accelerator Fund, and Plan Indonesia Youth Network (PlaNet).

However, challenges remain in ensuring youth participation is meaningful, safe, inclusive, and accountable, including strengthening staff capacity, applying participation and safeguarding standards, managing resources, and building collaboration with youth-led organizations.

The Youth Engagement Unit (YEU) provides technical support and coordination to strengthen and institutionalize youth engagement across YPII’s programmes, advocacy, campaigns, and organizational initiatives.

Position Summary

The Youth Engagement Coordinator (YEC) provides technical and coordination support to strengthen meaningful, safe, inclusive, and accountable youth participation across Plan Indonesia.

The YEC will translate youth engagement strategies into practical tools, guidance, and implementation approaches, provide technical support to programmes and teams, strengthen the capacity of staff and young people, and foster partnerships and networks with youth-led organizations and communities.

Location

This role and project will be based in Jakarta. Candidates must be authorized to work in Indonesia, as visa sponsorship is not available for this role.

Reporting And Supervision

The Youth Engagement Coordinator (YEC) will report to the Youth Engagement Manager (YEM) and work closely with the Youth Engagement Officer (YEO) to implement youth engagement activities, coordinate youth platforms and networks, maintain meaningful engagement with young people, and provide operational and technical support to programmes and projects.

Primary Responsibilities

Youth-Led Strategy and Programme (Future of Youth) Development and Implementation

• Provide technical operationalization in translating YPII’s Youth Engagement Strategy into practical implementation plans, tools, approaches, and activities across programmes, advocacy, partnerships, and other relevant functions, in coordination with the YEM.
• Provide support in coordination and facilitation to youth-led groups and organizations in developing strategies, action plans, and reflection processes to strengthen their sustainability and impact beyond the project lifespan.
• Provide technical guidance and hands-on support to youth-led groups in designing and implementing youth-led programmes, campaigns, movement-building, recruitment, mobilization, and capacity-building initiatives.
• Provide technical support to programmes and teams in identifying and addressing barriers to meaningful youth participation, and recommend practical and adaptive engagement approaches in response to changing social, political, and humanitarian contexts.
• Lead the documentation and consolidation of youth engagement milestones, outcomes, learning, and youth journeys, contributing to regular reporting on youth-led programmes and the implementation of the Youth Centeredness approach.

Programme Design, Implementation, and Resource Mobilization

• Provide technical coordination and support to programmes and projects to ensure young people are meaningfully involved in programme design, implementation, monitoring, evaluation, and learning, including contributing to theories of change, programme frameworks, and influencing strategies.
• Provide technical support on youth-centered programming by applying relevant standards, frameworks, tools, and quality assurance mechanisms across programmes, campaigns, advocacy, and influencing initiatives.
• Provide technical inputs to the YEM in identifying and developing potential funding opportunities for youth-centered programming, including preparing quality proposals, concept notes, pitch materials, budgets, and other donor engagement materials in coordination with the BD/RM and Finance teams.
• Coordinate with MER team the implementation of youth-centeredness measurement, monitoring, research, and learning activities, ensuring relevant data and evidence are collected, analyzed, documented, and used to strengthen youth engagement approaches.
• Work closely with MER and Impact teams to facilitate participatory feedback mechanisms, research, and learning initiatives that generate actionable insights on youth-centeredness and youth movements.
• Provide technical support in the application and institutionalization of youth engagement and youth-centeredness principles across YPII programmes and partnerships through relevant technical guidance, tools, implementation standards, and quality assurance mechanisms.

Youth Networking & Relationship Building

• Provide technical coordination to strengthen YPII’s youth platforms and networks, including but not limited to YAP, PlaNet, YAF, YCG, youth focal points, youth-led movements, and other youth-led platforms and initiatives.
• Provide technical support in connecting youth champions and youth-led organizations with policymakers, government institutions, and other relevant stakeholders on child and youth rights, GEDSI at national and subnational levels.
• Provide technical coordination in strengthening and expanding YPII’s network of youth champions, coalitions, youth groups, and youth-led organizations to foster collaboration, collective action, and a stronger youth engagement ecosystem.
• Provide technical coordination in youth-led advocacy, campaigns, and influencing initiatives by supporting youth-led groups and platforms to identify priority issues, develop advocacy messages and tools, engage policymakers and other decision-makers, participate in policy dialogues, and drive collective action on child rights, GEDSI and other issues affecting young people, while documenting and communicating evidence of youth influence and advocacy outcomes.
• Develop and maintain a database and mapping of youth groups and organizations, including classification based on Plan International’s youth-led group typology, and coordinate partnership and capacity assessments.
• Provide technical support in developing and implementing youth influence and visibility initiatives by documenting youth leadership journeys, achievements, stories, and evidence of impact, and developing relevant communications and knowledge products.
• Support the YEM in representing YPII in relevant national, regional, and global youth engagement, advocacy, and campaign platforms, including coordinating participation, preparing technical materials, and documenting learning and outcomes.

Management: People, Systems, and Processes

• Provide technical coordination and support to ensure the application of youth-centeredness and meaningful youth engagement approaches across programmes, influencing, sponsorship, business development, communications, and partnership portfolios.
• Support YEM to work closely to provide guidance to the Youth Engagement Officer (YEO), ensuring effective implementation of YEU activities and continuous professional and technical development.
• Provide technical coordination and support to staff with a dotted-line reporting relationship to YEU, ensuring alignment with YEU priorities, standards, and approaches.
• Support YEM to develop regular reports on the milestones, progress, outcomes, challenges, budget, and learning of the Youth Engagement Unit.
• Support YEM to develop TORs, contracts, guidelines, and other administrative documents and processes related to YEU activities, in coordination with relevant programme, operations, resource mobilization, quality, partnership, finance, and systems functions.
• Work closely with youth focal points in Country Offices and PIA/field offices to strengthen youth capacity and support outreach and engagement with national and local youth networks, including PlaNet members.
• Work closely with the YEM, Youth Engagement Focal Point at PIA, and relevant Project Managers and Coordinators to ensure effective coordination and integration of youth engagement across projects and initiatives.
• Provide technical inputs to the YEM in developing, implementing, and continuously improving policies, frameworks, standards, tools, guidelines, and quality assurance mechanisms related to youth-centeredness and meaningful youth engagement.
• Support YEM, in coordination with Finance Team, to monitor YEU budget planning, monitoring, and expenditure, ensuring alignment with approved priorities and organizational procedures.
• Provide technical inputs to the YEM in achieving fundraising and pitching targets by preparing high-quality proposals, concept notes, pitch materials, budgets, and other relevant donor engagement materials, as well as supporting the identification and engagement of potential donors.
• Lead technical coordination with the YEM and relevant teams to identify emerging youth issues, implementation challenges, and opportunities, and provide technical recommendations to strengthen youth engagement across YPII.

Safeguarding, PSHEA, and Gender Equality Disability and Inclusion (GEDSI)

• Work with the CLT and CMT, program, and technical team to devise strategies, policies, and protocols to promote the diversity of youth feel create a safe and protected environment while engaged with YPII and external stakeholders related to YPII, including upholding the implementation of PSHEA and GEDSI policy.
• Ensure that Plan International’s global policies for Safeguarding Children and Young People, PSHEA, and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
• Participate actively in capacity building and learning events on Safeguarding Children and Young People, PSHEA, and Gender Equality and Inclusion.
• Submit required documentation (reports, checklists, action plans) to implement policy, standards, and approaches on Safeguarding, PSHEA and GEDSI.

Qualifications And Experience

• Bachelor’s degree with at least 3 years’ experience leading or coordinating youth-led programmes, campaigns, advocacy, or related initiatives.
• Strong experience in meaningful youth participation and designing/implementing youth engagement programmes.
• Experience in youth advocacy, policy engagement, and partnerships with youth-led organizations, government, and other stakeholders.
• Experience developing proposals, donor materials, and programme/financial reports, including budget monitoring.
• Good understanding of youth rights, GEDSI, PSHEA, and safeguarding principles.
• Strong facilitation, communication, coordination, and relationship-building skills, with the ability to work effectively with young people and diverse stakeholders.
• Strong digital literacy, including Microsoft Office, Google Workspace, social media, and digital engagement platforms.
• Fluent in English and Bahasa Indonesia, both written and verbal.
• Demonstrated team management, adaptability, organization, and ability to deliver quality work within deadlines.
