BACKGROUND

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects and influencing decision-makers and key stakeholders to make the required changes.

 

YPII with funded by the EU, will implement the Voice for Equality project; empowering Civil Society Organization (CSO) in Indonesia for Gender Base Violence (GBV) prevention and response. This project aims to strengthen the capacity and enabling environment for CSOs in advancing women’s and girls’ agency, transforming harmful gender norms, rebalancing power relations, and building effective, inclusive, and community-rooted prevention and response mechanisms against GBV. In line with  the Development Assistance Committee (DAC) of the Organization for Economic Co-operation and Development (OECD) Gender Equality Policy Marker (G2), the action seeks to make gender equality a primary objective

  • Women’s groups will be empowered to expand Integrated Service Centers and launch local campaigns, addressing structural barriers such as economic dependency and stigma.
  • Youth groups, particularly girls and young men, will engage in educational campaigns, leadership training, and extracurricular activities focused on GBV, Sexual and Reproductive Health and Rights (SRHR), online safety, and positive masculinities. 
  • Local CSOs will receive tailored support to deliver GBV services to underserved, remote communities.
  • People with disabilities and Lesbian, Gay, Bisexual, Transgender, Queer/Questioning, Intersex, Asexual/Aromantic (LGBTQIA+) groups will be included through inclusive service design and targeted CSO training to address their unique vulnerabilities.

This project will work with partner KAPAL Perempuan and 10 other CSOs across Indonesia. Which has an experience program related to child protection and GBV.

ROLE PURPOSE

This project directly supports YPII's commitment to gender equality, child rights, promoting girls/women leadership, as well as GBV. YPII has strong experience and expertise on child protection, gender equality, and Sexual and Reproductive Health and Rights (SRHR) as well as advocacy regarding preventing child marriage. 

The project manager is responsible for the project management stages:

  • Designing for the growth of the program portfolio through proposal development and ideation, and other supporting documents, such as case studies and lessons learned,
  • Planning stage on preparing the project document and internal processes, as well as developing exit strategy and project sustainability plan, and coordination with internal and external stakeholders,
  • Implementation stage on project activities and deliveries including archiving and Participatory Monitoring, Evaluation, Reflection, and Learning (PMERL)
  • Monitoring, evaluation and research,
  • Closing stage which include final reporting, handover asset and close-out workshop. S/he will support the influencing work to strengthen the Plan’s position on PSHEA and GBV networks at the national level.

DIMENSIONS OF THE ROLE

  • Report directly to the Program Manager
  • Supervise 2 project coordinators in Nusa Tenggara Timur and Nusa Tenggara Barat 
  • Work Closely with Partners KAPAL Perempuan
  • Close coordination with Monitoring, Evaluation, Research (MER) Specialist and Finance Coordinator

 

 

ACCOUNTABILITIES

          1. Responsible Project Management

  • Support project design stage, including ideation with partners, youth group and community, including women’s group, disability group, which is in line with CS5 core objectives through learning documents and progress achievement tracking
  • Deliver the project planning and implementation stages, including development of all supporting documents, partnership assessments, preparation and updating of the internal system in SAP, PMERL, DIP, or any other system applicable in Plan Indonesia. Ensure the implementation runs smoothly based on project compliance, audit, and the Operation Manual. Responsible for developing the exit strategy and sustainability plan from the early stages of the project and sharing them with external stakeholders
  • Establish strong coordination and communication with internal and external stakeholders, including donors, government (local and national), partner networks, and communities 
  • Lead in project monitoring, evaluation, and research, in collaboration with the MER team or other related units, both internally and externally. In charge of the dissemination of research results, together with the communication team or the external relations team
  • Lead in the project closing stage, in collaboration with the grant management team or other related unit, to ensure the sustainability plan and scale-up strategies are well implemented, hand over assets, close internal systems, and submission of high-quality reports
  • Ensure Gender Equality, Disability, and Social Inclusion (GEDSI) and safeguarding approaches are well mainstreamed and implemented throughout the project management stages.

 

 

      2. Communication and Reporting

  • Conduct monitoring to target project location and facilitate discussion and coordination between donors, stakeholders, program participants and partners (PSHEA/GBV networks).
  • Maintain communication with the partner, MER, and team on project planning and implementation.
  • Monitor project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
  • Prepare progress reports for the internal Plan every quarter and on other bases if needed
  • Prepare informative and high-quality reports and any other required information for NO, donors, or external stakeholders, including for publication in Plan Indonesia’s platforms
  • Collaborate with the communications team to develop and disseminate the project's related communications strategy, both internally and externally stakeholders, including producing the learning documentation, best practices, case studies, Opinion Editorial (Op-Ed), and other product knowledge
  • Lead the development of project learnings, in collaboration with MER and other relevant teams, including involving government, partners, youth networks and other program participants. Seek innovation and put in place improved learning practices within and outside the program
  • Represent the Plan in the relevant network meetings and/or conferences

 

      3. Networks and Partnership

  • Establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation
  • Support the partnership team to conduct partnership assessment and capacity assessment for partners, including youth networks, along lead the programmatic capacity building for partners and youth networks
  • Maintain and expand high-quality and strategic relationships with project stakeholders, as well as reviewing reports and indicators, including promoting Plan Indonesia’s works as youth youth-focused organization and NGO of choice on girls' rights in development and humanitarian as well as gender equality. Link program participants to local and national resources, networks, or funding to continue or scale up their initiatives, in collaboration with the Resource Mobilization and Program Development team
  • Develop and implement the advocacy agenda and campaign, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia
  • Support the youth engagement team to strengthen youth centeredness program, involving the Youth Advisory Panel (YAP) and Planet, to ensure a coherent youth-led movement and a youth-led advocacy initiative in Indonesia

 

      4. Management People, System, and Process

  • Supervise and provide mentoring/coaching to the project team to improve professional and technical capacity on the strategic and practical project implementation
  • Manage budget and PC in Plan’s system (SAP), in coordination with Finance and Procurement teams
  • Work with the technical team to devise strategies, policies, and protocols to promote the diversity of youth feel create a safe and protected environment while engaged with YPII and external stakeholders related to YPII, including upholding the implementation of PSHEA.
  • Developing close coordination with the partner to ensure all project outputs are well achieved

 

        5. Safeguarding – Prevention against Sexual Harassment, Exploitation, and Abuse (PSHEA)

  • Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
  • Participates actively in capacity-building and learning events on Safeguarding Children and Program Participants and Gender Equality and Inclusion.
  • Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GEDSI.
  • Understands and puts into practice the responsibilities under Safeguarding and GEDSI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

TEHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

Experience and Knowledge

  • Bachelor’s Degree with a minimum of 5 years of experience in social work on child protection program, Gender equality, advocacy, in the development and humanitarian sector (as a plus point)
  • Strong understanding and experience working with the EU as a donor (compliance, accountability, and reporting) – or any other major donors, as well as able to provide technical guidance and monitoring to local implementing partners
  • Adept at technology, such as Microsoft Office, Google Forms, and meeting platforms such as Zoom
  • Familiar and passionate about working with a variety of partners. Skilled in facilitating workshops, training, consultation, dialogue, and
  • Understanding GEDSI and child rights framework/guidance at the global or national level. Knowing advocacy tools like policy briefs, stakeholder mapping, or position papers.
  • Able to develop reporting (narrative including stories) based on donor requirements.
  • Good command of English, written and spoken, is highly desired, good writing skills, familiarity with development sector terms is highly desired
  • Familiarity with gender equality, disability, and social inclusion. 
  • Team player with good communication skills. Proven ability to work under pressure with multiple concurrent demands
