Background

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects and influencing decision-makers and key stakeholders to make the required changes.

 

The Opportunity

To amplify our mission and deepen stakeholder engagement, Plan Indonesia recognises the critical role of strategic communications. The Outreach and External Communications Manager will lead efforts to elevate our brand visibility, strengthen media relations, and ensure our flagship campaigns and stories reach the right audiences—locally, regionally, and globally.

 

Dimension of Role

 

Reporting to the Resource Mobilisation and External Relations Director, the Outreach and External Communications Manager is responsible for developing and executing external communication strategies that enhance Plan Indonesia’s visibility, credibility, and accountability to stakeholders. This role ensures that all communication activities accurately reflect the organisation’s mission, values, and measurable impact on children, young people, and communities.

The Manager will lead a dynamic team of communication professionals and serve as the primary liaison to regional and global communications hubs. They will oversee media relations, flagship campaigns, social media engagement, website content, and the production of impactful and ethical communication materials.

As a strategic leader, the Manager will ensure that all external communication upholds transparency, ethical storytelling, and safeguarding standards. The role also involves ensuring effective resource management, budget oversight, and evidence-based reporting that demonstrates accountability and results to donors, partners, and the communities Plan Indonesia serves.

 

Key Responsibility :

 

  1. Strategic Leadership and Delivery
  • Strengthen and expand Plan Indonesia’s brand presence across media and digital platforms, ensuring that visibility efforts consistently reflect the organisation’s values and impact.
  • Lead the development and execution of Plan Indonesia’s External Communications Strategy, ensuring alignment with the organisation’s mission, brand values, and accountability standards.
  • Supervise and mentor the communications team to uphold professional accountability, foster learning, and ensure the timely delivery of high-quality outputs.
  • Lead the planning and execution of flagship campaigns and organisational events that demonstrate measurable impact on children, young people, and communities, while maintaining ethical storytelling standards.

 

  1. Transparency and Ethical Communication
  • Develop and implement the External Communications Strategy aligned with organisational goals and accountability principles, ensuring all communication upholds transparency, ethical standards, and impact orientation.
  • Oversee the creation of communication products, including stories, videos, and digital content, that authentically portray program impact and amplify the voices of children and communities.
  • Ensure all external communication reflects Plan Indonesia’s commitment to transparency, accuracy, and ethical storytelling—particularly in portraying children, young people, and communities with dignity, respect, and consent.
  • Ensure that stories and communication materials effectively demonstrate the tangible impact of Plan Indonesia’s work on children, young people, and communities, highlighting voices from the ground and promoting evidence-based narratives.
  • Lead the development and execution of crisis communication protocols to protect the organisation’s reputation through transparent, timely, and responsible responses.

 

  1. Accountability to Stakeholders
  • Ensure that communication activities are responsive to the needs and expectations of key stakeholders, including donors, partners, media, and program participants. Regularly report communication outcomes and impacts to internal management and relevant partners.
  • Coordinate communication strategies during humanitarian emergencies, ensuring accurate, sensitive, and ethical messaging aligned with Plan Indonesia’s response efforts.
  • Actively participate in internal and external communication networks, fostering mutual accountability and collaboration with partners and stakeholders.
  • Build and maintain strategic partnerships with media outlets and journalists to amplify Plan Indonesia’s voice, ensuring transparency, factual accuracy, and sensitivity in public narratives.

 

  1. Performance Monitoring and Learning
  • Manage social media content and engagement strategies that promote inclusive participation, ethical communication, and data-driven insights for audience growth.
  • Ensure timely updates, content relevance, and accountability in the representation of Plan Indonesia’s programs and results on the organisation’s website.
  • Develop and monitor communication performance metrics (reach, engagement, sentiment, visibility, and reputation indicators), and use evidence-based insights to improve communication strategies and practices continuously.

 

  1. Budget and Resource Stewardship

Manage the communications budget responsibly, ensuring cost-effectiveness, compliance with financial policies, and transparency in procurement and vendor management.

 

  1. Representation and Coordination
  • Represent Plan Indonesia in regional and global communication forums, promoting consistent messaging and accountability in collaboration with Plan International’s global communication network.
  • As a member of the Country Management Team, actively engage in strategic and organisational-level discussions and provide input in decision-making
  • Serve as the main focal point for regional and global communications coordination, ensuring alignment with global accountability frameworks and communication standards.

 

  1. Safeguarding Children and Program Participant and Preventing Sexual Harassment, Exploitation, and Abuse  (PSHEA)
  • Ensures that YPII policies for Safeguarding & PSHEA for Children and Program participants and Gender Equality and Inclusion are fully embedded under the principles and requirements of the policy, including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • Ensuring staff and associates are aware of and understand their duties under these policies and Plan International's Code of Conduct (CoC), the relevance of these to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensure youth protection and safeguarding policies are integrated into all program stages, including building mechanisms for youth to report issues or concerns safely and confidentially.

 

 

Requirements for The Role:

 

Essential

  1. University degree in Communications, Public Relations, Journalism, or related field.
  2. Minimum 10 years of experience in external communications, media relations, or public affairs, preferably with experience working at an NGO.
  3. Proven leadership and team management experience.
  4. Strong strategic thinking and project management skills.
  5. Excellent writing and storytelling abilities in Bahasa Indonesia and English.
  6. Proficiency in digital communication tools and platforms.

Location: Typical office environment in Jakarta, with frequent travels to the field and some travel to project areas. It is important to note that YPII currently applies a mix of working from Home and working from Office arrangements.
