Background

 

The Young Health Program (YHP) aims to support the health rights and wellbeing of young people in marginalised communities worldwide through research, advocacy, and on-the-ground programmes that are focused on the prevention of non-communicable diseases (NCDs). With a commitment to support and defend the health, wellbeing, and rights of young people, in Jakarta. In addressing the health needs of young people, the YHP takes a holistic approach that mainstreams gender equality, sexual and reproductive health and rights, and mental health. Given the significant cross over and influence of these areas on NCD risk behaviours, and since these areas are fundamental barriers to young people leading healthy lives, creating positive changes in the lives and health of young people requires an approach in which these areas are addressed and challenged. The project will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening, and advocacy.

 

The Opportunity

The MER Officer will support and assist YHP Project Manager and Project Officer in organizing project MER, developing and maintaining the project MER framework, ITT and supporting the project team in producing monthly, quarterly and annual reports in the implementation and achievement of the project objectives which relates to prevention or reduction of the risk behaviors which can lead to NCDs, as well as supporting the broader health and rights of young people. S/he is responsible for successfully implementing the YHP project and growing the portfolio. S/he will support the Project Manager to strengthen the management of the Stunting Prevention, Adolescent Health, and End Violence Against Children (SPACE) program.

 

Accountabilities for the role

Program implementation in line with the project design and planning

  • Support Project Manager for planning and design of the project which in line with CS5, monitoring and evaluation framework, budget plans, and communications strategy.
  • Support the Project Manager to develop and submit a consolidated detailed implementation plan (DIP) based on the area project-specific plans.    
  • Ensure all project activities are implemented promptly by project design and planning.
  • Together with the project officer monitor, coordinate, and supervise Peer Educators on the implementation of all activities.
  • Together with partners, support Project Manager to develop and implement the scaling-up strategies as well as sustainability.
  • Ensure project data collection and verification to avoid double counting and report to the Project Coordinator and MER Specialist.
  • Working collaboratively with technical advisor/specialists in CO and district level for cross-cutting issues such as gender and inclusion, participation, and safeguarding.

Communication, Monitoring and Reporting

  • Conduct daily monitoring to target project location and facilitate discussion and coordination between stakeholders and school components as beneficiaries.
  • Maintain positive communication and coordination with the Project Manager and AHA team on project planning and Implementation.
  • Able to facilitate or train project team and partners on M&E-related subjects such as Data and Database Management as well as report writing
  • Support Project Manager to monitor project indicators progress and expenditure of project activities.
  • Prepare progress reports for internal Plan use to Project Manager in monthly basis and/or other basis if needed.
  • Together with Project Officer, collaborate with communications team to implement communications strategy and advocacy.
  • Together with Project Officer, develop and implement project influencing strategy and planning at school and community level to promote NCD and SRHR, in collaboration with advocacy team.
  • Support Project Manager in data input, cleaning and analysis.

Networks, partnership and Learning

  • Together with the project officer, establish external networks to strengthen project implementation, exchange experiences, and scale up program implementation.
  • Maintaining high-quality relationship with implementing partner, as well as reviewing reports and indicators.
  • Facilitate the learning process of internal development at district and provincial level.
  • Support advocacy and influencing efforts in developing NCDs related policy and programming at different levels.
  • Develop project documentation showing learning and best practices that emerged during project implementation.
  • Archive project documents, lesson learned, stories in organization platform as knowledge management
  • Seek innovation and put in place improved learning practices within and outside the program.

Financial and Administration

  • Support the Project Manager to oversee and administer the day-to-day activities of the project; follow the policies, procedures, and systems of Plan International Indonesia which ensure productive and efficient office operation.
  • Support Project Manager to facilitate project meeting, conferences and other special event; coordinate and attend meeting, and participate in discussion as appropriate in district level (when required).

Requirements for the role:

  • Bachelor degree in Public Health/Social Welfare/Community Development/others relevant field.
  • At least 3 years of experience working on project management.
  • Experience of conducting monitoring and evaluation data collection and analysis, delivering on obligations and a good awareness of project requirements and priorities.
  • Understanding of various M&E methodologies, including quantitative and qualitative data collection techniques, survey design, sampling methods, and data analysis.
  • Strong analytical skills to interpret data, identify trends, and draw meaningful conclusions. Proficiency in statistical analysis software such as SPSS, R, or STATA is often necessary. 
  • Experience in capacity building for local CSOs, Experience in representational roles.
  • Experience in delivering training on Data, Database Management and Report Writing.
  • Experience managing a team.
  • Good analytical skill, well informed about methods to capture change/results of project implementation.
  • Skill in a diversity of partnerships, NGOs, research and government.
  • Demonstrated experience working with governments closely and effectively.
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals.
  • Good in speaking and writing English.
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing. 
  • Possess good judgement to deal with conflict.
  • Able to work both in team and independently with minimum supervision.
  • Ability to work to tight deadlines, under pressure and to multi-task.

Location:  Based in Country Office (Jakarta) with at least 60% monitoring and travel to projects areas (Jakarta area), government offices, and schools/community
