Role Purpose

Plan Indonesia is presently implementing its third country strategic plan (CS4) developled for five years covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. This goal will be achieved by providing technical support and implementing quality programs and projects. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.

To this regard the Specialist at CO Ensure that best practices are incorporated into the project design and strategy and monitor project quality throughout the organization.  Provide technical support staff and build their capacity.  Ensure that learning takes place and is applied

This position reports to Manager or Advisor if in Co and also has the coordination line with other specialist. The position has a functional relationship with all programme/project staff of PU and Projects for developing effective program  plan, provide technical inputs to implement and monitor to deliver quality program and advocacy outputs of country office projects. The person is responsible for ensuring that best practices are incorporated into the project design and strategy and monitor project quality throughout the organization. 

The position has a functional Provide technical support and advice to PU technical staff and build their capacity. Ensure that learning takes place and is applied.



Key Ends Results Area (KERA) 1: Management of Resources of IS&T Department

Indicators for success:

T.1.      Hard- and Software

  • Assist the CO IT Manager to prepares country wide register of IT assets
  • Assist the CO IT Manager to disseminates hard- and software specifications for FCSSU
  • Assist the CO IT Manager in disposal
  • Assist to conducting IT Policy to new employee.


T.2.     Financial Resources

  •     Assist the CO IT Manager to prepare IT budget country-wide
  •     Assist the CO IT Manager to monitor costs

Key Ends Results Area (KERA) 2: Maintenance of corporate IS&T systems in CO and the Field

Indicators for success:

T1.     To assist the CO IT Manager in maintaining:

  • Local Area Network
  • Email and internet access
  • Local Area Network
  • Internet access

  • Reset password user in SIP/SAP
  • Netflows report
  • Update software ( like Java, Flashplayer, TrendMicro AV, ect )
  • Local FTP (CONet) access (creating and maintaining users)
  • Backup into Cloud site and off side media at least every 6 months
  • Install Security / firewall every computer


T.2.      Prepares a check list for field visits

  • Logbook

  • hardware consisting of UPS, CPU, printer, modem, CD- writer


Dealing with Problems:

Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them

  • The position holder is responsible to ensure that best practices are incorporated into the project design and strategy and monitor project quality throughout the organization. 
  • Responsible to have a functional Provide technical support and advice to PU technical staff and build their capacity.  Ensure that learning takes place and is applied.
  • Has to be creative to efficiently use the different levels of expertise of the program IT -team so the Program activities are carried out smoothly at Country and Project Office level. Guiding the project team and building their capacity is part of the responsibility of the position holder.
  • Must have good analytical skills and adequate knowledge of programming so the position holder can promote Plan’s work and achievement through writing for internal and external.
  • Needs to possess in-depth understanding of the program Information Technology  aspects so he/she can effectively strategies program Information Technology   plan and come up with need based solution.

To support, guide and build capacity of program Information Technology to ensure PA level program/project activities are carried out well.

A bachelor or master degree in a relevant field (Technology Information)
