The Opportunity

 

The Head of Impact will lead the strategic direction, development, and management of the Impact Unit, ensuring that Plan Indonesia’s programs deliver measurable and scalable impact aligned with its strategic goals. This role will focus on impact assessment, scalability of successful project models, and working closely with the Fundraising and Program Development Units to take the opportunity for innovative funding mechanisms. The Head of Impact will develop, guide, and manage systems that ensure data-driven decision-making, fostering accountability and learning across Plan Indonesia. This job requires someone with curious minds and a penchant for learning and innovation.

 

Dimensions of Role

 

Reporting to Program Quality, Development, and Partnership Director, The Head of Impact will be responsible for:

  • Leads a cross-functional team (3 direct reports) focused on impact measurement, scalability, and knowledge management.
  • Has authority over impact frameworks, scalability models, and data systems. Key decisions on project scalability and investment proposals made in consultation with the Country Leadership Team and Program Team.
  • Drives Plan Indonesia’s Country Management Team in impact-driven programming as well as enhances Plan Indonesia’s ability to secure new funding streams and improved positions in impact assessment.
  • Externally represents Plan Indonesia in networks related to impact measurement and scalability.

 

Accountabilities for The Role

 

Strategic Leadership

 

  • Lead the design and oversee the implementation of Plan Indonesia’s Impact Strategy to ensure its alignment with Plan Indonesia’s mandate and country strategy.
  • Embed scalability and impact measurement as core components of key project models, focusing on creating replicable, scalable solutions for broad geographical or sectoral expansion.
  • Ensure integration of impact data into strategic decision-making processes at all levels of implementation.
  • Work with the Country Leadership Team to ensure that impact assessment drives Plan Indonesia’s strategy and supports overall program effectiveness.

 

Impact Measurement

 

  • Oversee the design and implementation of impact measurement frameworks and tools to assess program outcomes to ensure robust quantitative and qualitative indicators.
  • Establish baseline, mid-term, and endline assessments to measure the effectiveness of interventions, particularly in relation to key thematic programs.
  • Lead the development of longitudinal studies to track project impacts over time to ensure evidence-based learning and improvement.

 

Scalability

 

  • Identify and promote scalable project models that can be replicated across geographical areas or adapted to different contexts. Also, ensure successful pilots are designed with scalability in mind.
  • Lead the development of a Scalability Framework that guides Plan Indonesia in assessing and preparing projects for broader expansion.
  • Ensure that the scaling up of projects is supported by strong partnerships, resource allocation, and necessary capacity building within Plan Indonesia and in collaboration with external stakeholders.
  • Work with the Program Team to identify key projects that are ripe for scaling and facilitate the design of modular, flexible approaches to enhance their adaptability to different contexts.

 

Improve Plan Indonesia's position for pursuing alternative funding opportunities

 

  • Collaborate closely with the Fundraising and Program Development Units to identify funding opportunities that support scalable impact, including impact investment and other innovative financing models.
  • Contribute to the development of impact-driven investment cases by presenting robust data and scaling potential to attract social investors and alternative financing partners.
  • Develop and present cost-benefit analyses and outcome-based financing models, ensuring that the Impact Unit supports the fundraising and Program development units in meeting investor expectations for measurable social return on investment (SROI).

 

Capacity Building and Knowledge Management

 

  • Lead internal capacity building on impact measurement, scaling, and data systems to equip the relevant team members to implement robust impact assessments and project scalability frameworks.
  • Accountable for developing a knowledge management system that documents and shares best practices, lessons learned, and scaling experiences across Plan Indonesia.
  • Facilitate cross-functional learning and provide the tools necessary for staff to understand and apply the concept of scalability, data-driven decision-making, and impact investment in their work.

 

Partnerships and External Representation

 

  • Build and maintain strategic partnerships with academic institutions, think tanks, and peer organizations to enhance the impact of Plan Indonesia’s interventions and promote knowledge sharing.
  • Represent Plan Indonesia at national and international forums related to impact assessment and scaling innovations to strengthen the position of Plan Indonesia in its discourse within relevant development areas.

 

Governance and Accountability

 

  • Ensure the Impact Unit operates within Plan Indonesia’s governance frameworks and adheres to all necessary risk management and financial protocols.
  • Lead efforts to mitigate risks associated with scaling, impact investment, and data-driven decision-making, ensuring that systems are in place for ethical and responsible programming.

 

Requirements for The Role:

 

  • Master's degree in Social Sciences, Data Science, Research, Monitoring, Evaluation, Knowledge Management, or related fields.
  • At least 7 years of experience in impact measurement, program evaluation, and scaling project models, preferably within the NGO sector.
  • Proven track record of managing impact-driven projects with a focus on scalability and working with alternative financing models (impact investment, outcome-based funding).
  • Excellent communication skills, both in Indonesia Language and English, with the ability to produce clear, concise reports.
  • Experience managing partnerships with NGOs and academic institutions.
  • Demonstrated commitment to Plan’s Safeguarding and Gender Equality principles, with a track record of embedding these principles in program design and implementation.

Location: The post holder will be based in YPII’s office in Jakarta with some travel to our project implementation areas in and outside Jakarta, including in Eastern Indonesia. It is important to note that YPII currently applies a mix of Working from Home and Working from Office arrangements.

Type of Role: 1-year Fixed term contract (PKWT) with the possibility for other years of contract extension

Reports to: straight line to PQDP Director
