Project Background

Plan Indonesia with support from Plan international Denmark in partnership with PREDIKT will implement climate education, resilience, and innovation action (CERIA) project in DKI Jakarta. Climate change has become a global challenge that deeply affects the lives of children everywhere. In Indonesia, the impacts are already visible—particularly in densely populated urban areas like Jakarta. For children growing up in informal settlements, floods, air pollution, and extreme weather are not distant threats but part of daily life. 

The CERIA project was designed to respond to these challenges. Over three years (1st January 2026-31 December 2028), it will be implemented by Plan Indonesia in partnership PREDIKT. The focus target participants are in 15 schools, 30 youth-led organizations, and two local climate networks. The project will focus on three administrative areas of Jakarta—North, West, and East Jakarta—where communities face high vulnerability to climate-related hazards. The project will engage approximately 6,000 children aged 7–13 and 3,000 young people aged 14–24. Activities will include strengthening climate education in schools, supporting youth-led community climate actions, and advancing inclusive, gender-responsive advocacy on climate policies.

Through these efforts, the project aims to enhance the capacity of children and young people to adapt to climate risks and to contribute actively to building resilient communities. Evidence shows that Indonesia’s education system is still not fully equipped to address climate change. Although the 2013 national curriculum and the Adiwiyata School Program include environmental awareness components, implementation remains inconsistent. Many teachers lack the skills, knowledge, and resources to effectively teach climate- related topics. A survey conducted by Jakarta’s Provincial Disaster Management Agency and PREDIKT revealed that nearly half of Jakarta’s schools lack disaster management procedures, and few conduct regular disaster drills or integrate disaster and climate education in their lessons. Beyond schools, youth-led initiatives also face significant challenges. Many young people in local communities are eager to act on climate issues but lack access to funding, technical support, and networks that could help scale up their ideas. As a result, numerous innovative local actions remain small in scope and fail to gain the recognition they deserve.

Strengthening youth leadership and ensuring they have the resources to drive local climate adaptation are therefore key components of the project. Children and young people also remain largely excluded from decision-making processes related to climate policy at both local and national levels. Their participation is often limited or symbolic, and gender inequality continues to restrict girls’ involvement in leadership and advocacy. However, meaningful participation of children and youth—especially girls and young women—can bring valuable perspectives, ensuring that climate actions are more inclusive, equitable, and sustainable. Through its integrated approach—combining climate education, local climate action, and policy advocacy—the CERIA project seeks to empower children and young people as key actors in climate mitigation and adaptation.

 

The Opportunity

We are currently looking for 3 Community Engagement Officers. The Community Engagement Officers will support and assist the Project Manager in the implementation and achievement of the project objectives based on the targets that have been agreed upon by all stakeholders, including the donor. S/he also supports the partner in implementing the project as well as advocacy at urban district in Jakarta and community level. S/he is responsible for the successful implementation of the project and growing the project portfolio.

 

Accountabilities for The Role

 

  1. Supporting the Project Management:
  • Support the project manager in the design stage, including ideation with partners, youth group, and community, including women’s group, disability group, which is in line with CS5 core objectives through learning documents and progress achievement tracking.
  • Support the project planning and implementation stages, including development of all supporting documents, partnership assessments, preparation and updating of the internal system in SAP, PMERL, DIP, or any other system applicable in Plan Indonesia.
  • Ensure the implementation runs smoothly based on project compliance, audit, and the Operation Manual. Responsible for developing the exit strategy and sustainability plan from the early stages of the project and sharing them with external stakeholders
  • Establish strong coordination and communication with internal and external stakeholders, including government (local and national), partner networks, and communities
  • Support the project manager in project monitoring, evaluation, and research, in collaboration with the MER team or other related units, both internally and externally. In charge of the dissemination of research results at the local level, together with the communication team or the external relations team
  • Support in the project closing stage, in collaboration with the grant management team or other related unit, to ensure the sustainability plan and scale-up strategies are well implemented, hand over assets, close internal systems, and submission of high-quality reports
  • Ensure GEDSI and safeguarding approaches are well mainstreamed and implemented throughout the project management stages.

 

  1. Communication and Reporting
  • Conduct monitoring project areas especially youth group who received seed grants and facilitate discussion and coordination between stakeholders, program participants and partners (DRR education networking), in coordination with the project manager and MER.
  • Maintain communication with the partner, MER, and team on project planning and implementation.
  • Support in monitoring project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
  • Support the project manager to prepare progress reports for the internal Plan every quarter and on other bases if needed
  • Support the project manager to provide informative and high-quality reports and any other required information for NO, donors, or external stakeholders, including for publication in Plan Indonesia’s platforms
  • Collaborate with the communications team to develop and disseminate the project's related communications strategy, both internally and externally stakeholders, including producing the learning documentation, best practices, case studies, Op- Ed, and other product knowledge
  • Support the development of project learnings, in collaboration with MER and other relevant teams, including involving government, partners, youth networks and other program participants. Seek innovation and put in place improved learning practices within and outside the program
  • Represent the Plan in the relevant network meetings and/or conferences at the provincial or district level

 

  1. Networks and Partnership
  • Establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation
  • Support the project manager and partnership team to conduct partnership assessment and capacity assessment for partners, including youth networks, along support the programmatic capacity building for partners and youth networks
  • Support the project manager and program manager to maintain and expand high- quality and strategic relationships with project stakeholders, as well as reviewing reports and indicators, including promoting Plan Indonesia’s works as youth youth- focused organization and NGO of choice on girls' rights in development and humanitarian as well as gender equality. Support the project manager to link program participants to local and national resources, networks, or funding to continue or scale up their initiatives, in collaboration with the Resource Mobilization and Program Development team
  • Support the development and implementation of the advocacy agenda and campaign, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia
  • Support the youth engagement team to strengthen youth centeredness program, involving the Youth Advisory Panel (YAP) and Planet, to ensure a coherent youth-led movement and a youth-led advocacy initiative in Indonesia

 

  1. Management: Operation, System, and Process
  • Support the project manager to manage and monitor the budget and PC in Plan’s System (SAP), in coordination with Finance and Procurement teams
  • Provide administrative and financial support to project implementation by assisting the Finance Coordinator and Project Manager in preparing and ensuring proper documentation of project expenditures, while also supporting the Project Manager in overseeing and administering day-to-day project activities in line with Plan Indonesia’s policies and procedures
  • Be responsible for monitoring partner budget expenditure and financial processes to ensure compliance with project guidelines and Plan Indonesia’s standards, together with the finance coordinator.
  • Developing close coordination with the partner to ensure all project documentation is well achieved

 

  1. Safeguarding Children and Young People (Safeguarding) and Gender Equality, Disability, and Social Inclusion (GEDSI)
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
  • Participates actively in capacity-building and learning events on Safeguarding Children and Young People and Gender Equality and Inclusion.
  • Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GESI.
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

 

Requirements for The Role:

 

  • Bachelor's degree in Education Sector/Social Welfare/Community Development/others relevant fields
  • At least 3 years of experience working on project management in DRR and climate change issues, humanitarian, children and youth activities, and communities development
  • Experience in managing project day-to-day implementation, delivering on obligations, and a good awareness of project requirements and priorities.
  • Experience in capacity building for government, NGOs/CSOs, youth community, disability group, women's group
  • Good analytical skills, well-informed about methods to capture change/results of project implementation
  • Skill in a diversity of partnerships, NGOs, research, and government
  • Demonstrated experience working with governments closely and effectively.
  • Able to speak and write in English well (Preferably)
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing
  • Possess good judgement to deal with conflict
  • Able to work both in a team and independently with minimum supervision,
  • Ability to work under tight deadlines, under pressure
  • Commitment to safeguarding and CCCD implementation
  • Commitment to Fraud awareness policy

 

Location: The post holder will need to be based in Jakarta. We are looking for 3 officers who will be based in the project area: Jakarta Barat/Jakarta Timur/Jakarta Utara.

It is important to note that YPII currently applies a mix of Working from Home and Working from Office arrangements.
