About the Role
Plan International Egypt is seeking a Senior Emergency Response Manager to provide operational and tactical leadership for our humanitarian and emergency response portfolio. This critical role ensures the timely and effective delivery of protection services, basic assistance, non-food items (NFIs), and cash interventions, while overseeing logistics operations for the Egypt Humanitarian Corridor and in-country response.
You will work closely with the Egyptian Red Crescent (ERC), National Alliance members, UN agencies, and cluster coordination mechanisms, including the Logistics Cluster and 2720 Framework, to guarantee smooth cross-border movement of humanitarian goods and personnel.
Key Responsibilities

Provide strategic direction, coordination, and quality assurance for all emergency response projects and components.

Lead and manage day-to-day national and cross-border logistics operations, ensuring effective humanitarian assistance for evacuees and refugees.

Guide teams to deliver high-quality programming, ensuring compliance with donor and organizational standards and alignment with Plan International’s humanitarian strategy.

Oversee financial management, including monitoring budgets, re-phasing, and rigorous oversight of monthly financial reports.

Collaborate with internal support functions (M&E, Operations, Security, Finance, Grants) and local partners to ensure effective implementation and donor compliance.

Represent Plan International Egypt in key coordination forums such as the Logistics Cluster, National Alliance Mechanism, and 2720 Coordination Framework to advocate for access, harmonize logistics standards, and strengthen partnerships.

Provide operational leadership in fast-evolving humanitarian contexts, maintaining composure and strategic clarity.
About you
- Extensive experience in humanitarian response, including senior leadership roles in complex emergencies.

Master’s degree or related work-experience in humanitarian affairs, international development, social sciences, or related field.

Proven ability to manage multi-donor portfolios and large budgets, ensuring compliance with international donor standards (ECHO, BHA, DEC, FCDO, OCHA, UNHCR, UNICEF, WFP).

Strong representation and partnership-building skills with government, UN, and civil society actors.

Deep understanding of humanitarian principles, Sphere standards, and Core Humanitarian Standards (CHS).

Fluency in English required; Arabic highly desirable.

Expertise in humanitarian logistics coordination systems, including the Logistics Cluster and 2720 mechanism.

Ability to lead teams under pressure with strategic clarity.
