Plan international has opened an office in Somalia/Somaliland and started programmes that focus on child protection, education and youth economic empowerment programming both humanitarian and development setting, working with/through partners and providing technical support to INGOs, Somalia/Somaliland NGOs and the Governments of Somalia and Somaliland in Plan’s areas of expertise.

PIS is looking for experienced Project Manager to be based in Hargeisa to coordinate “Countering Harmful Practices F4B Project”.

 

The Project Manager will provide overall coordination for the Countering Harmful Practices F4B Project (2026–2030), funded by the Dutch Ministry for Foreign Affairs (MFA). This project aims to strengthen local civil society organizations to prevent and respond to harmful practices including Child, Early and Forced Marriage (CEFM), Female Genital Mutilation/Cutting (FGM/C), teenage pregnancy, and Gender-Based Violence (GBV) across Somalia/Somaliland’s Amhara, Oromia, Somali, and Afar regions.

 

The Project Manager will support the effective and timely implementation of the project at regional level, ensuring activities are delivered smoothly, resources are used efficiently, and partners are well coordinated. Working under the guidance of the Programs Implementation Manager, the role focuses on day-to-day coordination, monitoring, and reporting of project activities within the assigned region, in line with approved plans, budgets, donor requirements, and Plan International Somalia/Somaliland policies.

 

The Project Manager will work closely with national and local government authorities, Amref Health Africa, and local implementing partners to facilitate collaboration, address implementation challenges, and support the achievement of project results. The role will contribute to promoting gender equality, disability inclusion, and climate-sensitive approaches in regional implementation, and will support the delivery of survivor-centered interventions, community engagement, peer education, facilitate trainings and other project strategies. Through effective coordination, and field-level problem solving, the Project Manager will play a key role in ensuring quality implementation and contributing to inclusive and sustainable project outcomes at regional level.

 

ROLE DIMENSIONS: 

 

Key result areas:

 

KRA 1: Project Coordination, Planning, Implementation, and Reporting 

Lead the transition from project design to project implementation, ensuring that detailed plans, resourcing strategies, and monitoring frameworks are in place to ensure project targets are achieved on time and to standard:

  • Project Coordination & Delivery: Coordinate day-to-day implementation of project activities in the assigned region, in line with approved plans, budgets, donor compliance, and organizational policies.
  • Support the application of technical approaches addressing harmful practices (HPs), including CEFM, FGM/C, SRHR, GBV, and rights-based programming.
  • Operational Planning Support: Contribute to the development, updating, and implementation of regional work plans and inputs to the Detailed Implementation Plan (DIP), annual, and quarterly plans, in collaboration with the Project Manager, thematic teams, and implementing partners.
  • Team Coordination: Coordinate and support regional project staff and local implementing partners to ensure timely and quality delivery of activities. Provide routine guidance, monitor progress, and escalate performance or capacity issues to the Project Manager.
  • Resource Utilization & Budget Monitoring: manage regional budget, track expenditures against approved budgets, support accurate forecasting, and ensure efficient use of resources. Flag variances and compliance risks to the Project Manager in a timely manner.
  • Reporting & Compliance Support: Prepare and submit quality narrative and activity reports, data inputs, and documentation to support donor and internal reporting.
  • Facilitate agreements with Regional Bureaus and handle regional reports and requests.
  • Organize/ lead the provision of different trainings and TOTs for relevant government, partner and community participants.
  • Coordinate closely with local implementing partners and regional government counterparts to support smooth implementation and problem-solving.
  • Participate in joint review meetings with partners to track progress, identify challenges, and follow up on agreed actions.
  • Support meaningful participation of adolescent girls, boys (including those with disabilities), and community stakeholders in regional project activities.
  • Represent the project in relevant regional coordination meetings, technical working groups, and forums, as delegated by the Project Manager.
  • Share regional updates, emerging issues, and opportunities with the Project Manager to inform broader project coordination and decision-making.
  • Provide supervision and technical support for Project Officers.

 

KRA 2: Quality Implementation, Monitoring & Documentation 

  • Work closely with the MERL team to support routine monitoring, data collection, and field-level quality checks in the assigned region.
  • Learning & Reflection: Support the identification and documentation of lessons learned, challenges, and good practices from regional implementation. Participate in review, reflection, and learning sessions.
  • MEAL Implementation: Facilitate regional MEAL activities, including community feedback mechanisms and partner reporting, ensuring timely and accurate data submission.
  • Documentation: Maintain organized and up-to-date regional project records, including activity reports, attendance sheets, and partner documentation, in line with audit and accountability requirements.
  • Institutional Partnerships: Build linkages with universities, research institutions, and technical agencies to enhance evidence generation and access to youth-friendly services.

 

KRA 3: Program Integration & Cross-Cutting Themes 

  • Mainstreaming: Support the integration of gender equality, disability inclusion, climate sensitivity, and youth participation across regional activities.
  • Safeguarding & Child Protection: Ensure strict adherence to Plan International’s Safeguarding Children & Young People Policy at regional level, promptly reporting any concerns through established channels.
  • Support regional activities align with PIE strategies, SRHR priorities, government policies, and agreed project approaches.
  • Community Engagement: Support the implementation of survivor-centered approaches, champions of change, peer education, and intergenerational dialogue and other innovative approaches at community level.

 

KRA 4: Risk, Compliance & Accountability

  • Ensure that all project activities comply with global, country and statutory policies and guidelines; lead the effective identification and management of risks, in particular those associated with procurement, finances, safeguarding, and staff health, safety and security:
  • In collaboration with the Risk Assurance Manager, ensure that all risks and compliance-requirements relevant to the project are comprehensively mapped; ensure that the project risk management matrices is developed and rigorously implemented
  • Lead the project team to understand and implement all relevant policies, procedures and guidelines (e.g. finance, procurement, security, IT, gender equality & inclusion, harassment, bullying & non-discrimination policy as well as Children and Young People Safeguarding policy etc.)
  • Ensure that staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
  • Manage all project funds according to established accounting policies and procedures, ensuring value for money and strong accountability; monitor all budgeted project expenditures and cash flow projections and report actual cash flow and variance to senior management on a regular basis
  • Ensure compliance to donor requirements, especially through quality and timely project outputs and communications; work collaboratively with the assigned Grants Accountant if budget extensions are required
  • Support the Resource Mobilization Unit and the Technical Advisor in developing proposals that may facilitate the continuity of the project.

 

KRA 5: Leadership & Staff Management

  • Lead the Project Team in a manner that empowers them to contribute effectively towards achievement of PIS’s strategy:
  • Ensure that the project is resourced with the expertise necessary for success through a combination of recruitment and management of staff, mobilization of community volunteers, and procurement of consultants
  • Lead and manage the team towards high standards of performance through clear roles & responsibilities and provision of appropriate support; coordinate effectively with others to ensure high performance within PIS’s matrix operating structure
  • Develop and encourage talent through on-going staff development, succession planning, career management; proactively address poor performance through timely constructive feedback, coaching and appropriate corrective action
  • Foster an inclusive environment by implementation of policies and ways-of-working that provide for diversity and equal opportunities and utilisation of a leadership style that will drive employee engagement
  • Ensure that staff are managed in accordance with good HR management practice and provided with a safe and conducive working environment; includes ensuring that all legal and statutory obligations are fulfilled

 

KRA 6: Safeguarding, Gender Equality & Inclusion

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensure full integration and application of Plan International’s Safeguarding, Gender Equality and Inclusion (GEI) policies, standards, and guidelines across all areas of responsibility.
  • Ensure all staff, partners, and associates understand and comply with Safeguarding, GEI policies, and the Code of Conduct (CoC).
  • Facilitate and/or ensure completion of mandatory safeguarding and GEI inductions and regular refresher trainings for staff and partners.
  • Promote safe programming by ensuring safeguarding and gender risks are identified, assessed, and mitigated throughout the project cycle.
  • Establish and maintain accessible, confidential, and child-friendly reporting and feedback mechanisms.
  • Ensure all safeguarding concerns are reported, documented, and managed in line with Plan International procedures and standards.
  • Support and monitor partners to comply with safeguarding and GEI requirements, including capacity strengthening where needed.
  • Integrate gender-transformative approaches to promote equality, inclusion, and meaningful participation of girls and young women.
  • Ensure safeguarding and GEI considerations are reflected in project design, implementation, monitoring, and reporting.
  • Foster a safe, inclusive, and respectful working environment that upholds zero tolerance for abuse, exploitation, and discrimination.

 

ROLE REQUIREMENTS: 

 

Qualifications

  1. Bachelor’s or Master’s Degree in Social Science, Project Management, Reproductive Health, Sociology, Development studies, or related field
  2. Minimum 5 years of experience working in Gender Equality, Women Empoerment, attitude change programming, FGM, GBV and in Child protection (or relevant) programming; working in emergency response is a plus.
  3. At least three years prior experience of managing partnerships as well as implementing donor projects
