Reporting to the Head of Information and Technology (IT), the IT Officer is responsible for providing comprehensive ICT support to staff, systems, and infrastructure. The role ensures the secure, reliable, and efficient operation of ICT services through compliance with corporate ICT standards, including information security, business continuity, and disaster recovery. The IT Officer also provides technical support to programme and operational teams while driving digital transformation through the adoption of innovative technologies and AI solutions to improve organisational efficiency and effectiveness.

 

Accountabilities:

 

  1. ICT Planning and Policy Support
  • Ensure adherence to corporate ICT standards at CO and Pas
  • Ensure adherence to Government IT compliance requirements, including Personal Data Protection regulations, while fulfilling responsibilities as a Data Protection Officer (DPO)
  • Participate actively in the preparation of annual work plan and ensure its implementation
  • Ensure Plan ICT policy, procedures and guidelines are implemented effectively
  • Align Country IT Operations and design to global operational standards
  • Support the design and capacity requirements for Servers, desktops, laptops, printers, internet bandwidth communications and local area network equipment’s like routers, switches, firewalls and Design and right-sizing Mobile communications working tools

  1. Implementation of ICT Infrastructure
  • Assess business ICT requirements and implement cost-effective, secure, and reliable IT infrastructure to support organisational operations.
  • Provide first-line technical support for hardware, software, networks, corporate applications, and end users, ensuring timely resolution of ICT issues.
  • Install, configure, maintain, and monitor servers, desktops, laptops, LAN/WAN infrastructure, internet connectivity, operating systems, and corporate applications.
  • Implement and maintain cybersecurity measures, including network security, antivirus management, system patching, encryption, backups, and access controls.
  • Monitor ICT infrastructure performance, connectivity, and system availability, ensuring optimal network performance and business continuity.
  • Manage the ICT helpdesk, maintain support records, and provide remote and on-site technical assistance.
  • Support onboarding of new staff through ICT induction, user account setup, device configuration, and systems access.
  • Coordinate ICT projects, including ERP implementation, digitalisation initiatives, and technology migrations.
  • Manage ICT vendors and service providers, including internet services, hardware maintenance, telephony, power backup solutions, and network infrastructure.
  • Provide technical advice on ICT investments, infrastructure improvements, and emerging technologies to enhance organisational efficiency.

 

  1. Support Digitalization and Automation Process
  • Define and standardize the process, including process steps and stages.
  • Participate actively in new ICT Systems Project Rollout, testing and certification to improve accessibility of Plan ICT systems
  • Design and implement successfully new automation, digital and innovation systems
  • Support projects to use right ICT4D technologies
  • Lead all deployments for Corporate Applications and re-enforcing of compliance to Plan Global security models; 
  • Work with Sponsorship and MERL Managers to propose and develop new and innovative tools for data collection, management, visualization, sharing, and analysis and support these processes.

 

  1. Systems Management and Reporting
  • Ensure ICT business continuity through effective disaster recovery, backup, and recovery processes.
  • Monitor, maintain, and report on ICT infrastructure performance, network security, hardware, software, and system utilisation.
  • Maintain accurate ICT asset inventories, including equipment transfers, disposals, and related documentation.
  • Perform preventive maintenance of ICT infrastructure, coordinate equipment repairs, warranty claims, and ensure optimal performance of IT assets.
  • Manage ICT procurement processes, including raising purchase requests and coordinating vendor payments for infrastructure, maintenance, upgrades, and new equipment.
  • Prepare and submit timely reports on ICT operations, network security, IT projects, and system performance to support informed decision-making.
  • Ensure the delivery of high-quality ICT services in line with agreed service levels across all offices.
  • Maintain comprehensive ICT records, equipment inventories, technical documentation, and server room standards to support operational efficiency, asset security, and regulatory compliance.

 

  1. Capacity Building and Support
  • Support and conduct trainings on new policies, standards & procedures;
  • Strengthen user compliance to global and local IT procedures and policies through continuous awareness raising throughout and conduct quarterly ICT policies awareness sessions with ALL staff on existing policies, procedures and guidelines to ensure compliance.
  • Enhance the capacity of staffs on digital skill and new systems.
  • Conceptualising Internet and other Services Requirements on Mobile, for Work from Home setup, Broadband, Fibre, Emerging Technologies
  • End User systems support in general as well as a reference point for all IT user and systems calls from junior IT staff 
  • Telephony and Local Area Network deployments and maintenance
  • Conceptualises and weighs Risks Vs Benefits for every IT innovation
  • Supervise all IT activities in the department and gives account of Users, Systems and equipment

 

  1. Systems Quality Control and Monitoring
  • Monitor Quality of Services Performance compliance on contracts
  • Provide oversight of every laptop and computer has the required variety of underlying pre-requisite third party software and licences for smooth user operations - such as Microsoft Office Applications (MS Word, Excel, PowerPoint, MS Teams, Workplace, SharePoint, Microsoft Windows Server 2016; Microsoft Windows 10) and manage the volume license rights awarded to Plan globally for the country conceptualisation analysis, designing, testing and deployments for the country.
  • Provide oversight of Antivirus and Web filtering engine and monitor web browsing reports and risks for all end users; 

 

  1.  Risk Management
  • Regularly support Identification, analysis, mitigation and monitoring of ICT risks.
  • Develop and manage risk register and tracks progress of agreed actions to mitigate risks and identify areas of risk by providing regular analysis of IT infrastructure Plan regulations to mitigate these risks.
  • Monitors actions taken to address IT weaknesses identified through partner due diligence various audits for Plan International.
  • Demonstrate commitment to Plan’s child protection policy through implementing the policy fully, and report any actual or potential risk situations following the reporting procedures, being aware of abuse and risks to children, being vigilant, becoming familiar with the Child Protection Policy.
  • Execute DRP and end to end backup and recovery of computer systems, networks and servers in all locations.
  • Implementing cyber security roles by performing a wide range of information and cyber security functions including technical research and analysis, conducting reviews, assessments and investigations, and maintaining technical equipment and systems to support information and cyber security capabilities.

 

  1. Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
  • Ensures that Programme staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
  • Ensures that Plan Zimbabwe contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted. 

 

    Knowledge and Skills

 

  • A Degree in Computer Science/Equivalent, Information Technology, Engineering related discipline.
  • A minimum of 2 years work related experience in similar role.
  • Strong knowledge of Microsoft environments, including Windows Servers, Active Directory, Exchange Server, Microsoft 365, SQL Server, and collaboration tools.
  • Experience in IT infrastructure, systems administration, networking, database administration, and technical support.
  • Knowledge of ERP systems (e.g., SAP, SAGE, Microsoft Dynamics), cybersecurity, AI tools, and emerging technologies.
  • Experience with Cisco networking equipment, routers, and satellite connectivity.
  • Strong analytical, problem-solving, and communication skills.
  • Experience working in the development/NGO sector is an added advantage
