SUMMARY OF THE POSITION

The Salone Pikin 4 Play en Lan Outcome Fund Programme (SPPL-OFP) is Sierra Leone’s flagship early childhood outcomes programme (2026 – 2029), designed to reach over 29,000 children aged 3 to 5 in remote and underserved communities. The intervention links funding directly to measurable results in school readiness, play-based learning, and caregiver capacity. Key programme objectives are to expand access by increasing availability of early childhood care and education (ECCE) in rural and underserved communities; improve quality by ensuring centres meet government minimum standards for safety, inclusivity, and child-friendly environments; strengthen early literacy, numeracy, and socio-emotional development; build capacity for play-based, child-centred teaching methods; and move from fragmented delivery to a coordinated national framework. The financing model of SPPL-OFP is such that payments to implementing partners are tied to the successful attainment of independently verified Tier-based results. These include:

Operating Early Childhood Centres (ECDs) that meet Government of Sierra Leone’s minimum standards Increased attendance rates Improved infrastructural quality of facilities   Enhanced caregiver skills in play-based learning Measurable improvements in child development outcomes

 

DIMENSIONS OF ROLE

Plan International Sierra Leone leads the delivery of SPPL-OFP in four districts -

Falaba, Kono, Tonkolili, and Kailahun. This includes undertaking infrastructure improvements to 44 new and existing sites designated as Early Childhood Care and Education (ECCE) centres to ensure they meet the Government of Sierra Leone’s minimum service standards.

  • Centre is safely fenced (no gaps)
  • The classroom floor is properly plastered or tiled
  • Existing on-premises wells covered
  • Roof has no leaks or holes
  • No broken walls, doors, or windows
  • The classroom has adequate ventilation
  • No uncovered electrical outlets
  • The classroom has sufficient lighting for reading
  • The building is roofed

 

 

 

Tier 3 / Tier 4 Requirements

  • Children have access to VIP latrines or flush toilets
  • Children's toilet facilities are segregated by gender
  • Children have access to a disability-friendly toilet
  • Access ramps to classrooms
  • On-premises borehole

 

The Construction Coordinator will provide technical leadership for SPPL-OFP’s infrastructure-related planning, supervision and monitoring activities. This includes ensuring all works are delivered safely, within scope, budget and on time, and in full compliance with approved designs and specifications, and meet required ECCE service standards. This role will also involve close collaboration with key project stakeholders, including government agencies (Ministry of Basic & Senior Secondary Education, District Councils, Ministry of Works, Ministry of Health, Ministry of Social Welfare), the donor Education Outcome Fund (EOF), and local partner NGOs.

ACCOUNTABILITIES

Planning and Quantitative Surveying, Procurement:

  • Conduct detailed infrastructural assessments of ECCE sites; ensure designs incorporate child safety, gender, accessibility, and inclusivity considerations.
  • Provide technical designs, drawings and relevant information required for all school-related construction works.
  • Prepare Bill of Quantities (BoQ) and cost estimates for the required scope of infrastructural improvements for each assisted ECCE site.
  • Work closely with all district WASH Engineers and Construction Engineers to ensure that approved standards for construction/renovations of schools and WASH facilities in schools are applied.
  • Support Plan International’s supply chain team in the preparation of tender documents for the engagement of construction service providers
  • Guide and support Plan International procurement committee in the planning and implementation of technical analysis and preparations, bid review and selection
  • Fully participate in the evaluation processes of submitted technical and financial bids and proposals
  • Support Plan International’s procurement committee in negotiating submissions and preparing contracts with successful construction service providers or vendors.

 

Quality Assurance (construction supervision and reporting):

  • Prepare and implement a quality assurance plan to ensure engaged construction service providers undertake their assignments per contract, design specifications and quality requirements.
  • Ensure that all construction activities are planned and implemented in accordance with the requirements of the Government of Sierra Leone, EOF and Plan International Sierra Leone, including health and safety practices.
  • Facilitate orientation sessions with engaged construction service providers to ensure that they fully understand their respective missions, contractual documents and other compliance expectations.
  • Carry out regular on-site monitoring and supervision and provide on-the-spot feedback to construction service providers.
  • Organize regular coordination meetings with key project stakeholders (e.g., weekly, monthly, quarterly) to discuss the status of construction activities.
  • Prepare and submit to the Project Manager SPPL- OFP weekly and monthly progress reports on the implementation status of works, performance assessments of engaged construction service providers.
  • Participate in the review and certification of payment requests of construction service providers; issue certificates of completion to construction service providers.
  • Support development of local maintenance plans for sustaining ECCE infrastructure in the long-term.
  • Provide technical clarity and guidance in all discussions between Plan International and engaged construction service providers.
  • Support the preparation of reports and other required documentation for EOF.
  • Perform any other task that may be discussed and agreed upon with Plan International Sierra Leone.

 

Community Engagement

  • Work closely with local community leaders and the district council team to foster ownership and participation in ECCE infrastructure-related activities.
  • Support the establishment and activities of a temporary community Quality Control Committee (QCC) at each ECCE site to assist with planning, supervision and monitoring activities.
  • Identify, where possible, opportunities to use locally available materials and labour to help manage costs and strengthen community resilience.

 

Knowledge Building and Sharing

  • Participate in internal and external knowledge-sharing initiatives and Communities of Practice (CoP), contributing insights and lessons learned from SPPL- OFP
