The Opportunity

Plan International seeks a Finance & Operations Manager for USAID’s anticipated Workforce Development for Bangladeshi Youth Activity in Bangladesh, a cooperative agreement with an expected budget of approximately $10-$25 million over five years.  If awarded, it is anticipated that the program will start in January 2019.

 

The goal of the Workforce Development activity is for youth beneficiaries to acquire new or better employment that aligns with Standard Foreign Assistance Indicator EG 6-1. The activity will support youth's skill development, forge linkages with the private sector to facilitate job placement, create an enabling environment for women to engage in employment, and provide continuous support to youth in the Feed the Future Zone of Influence. The workforce development activity will fill the gap in programming by targeting youth ages 15-29, with at least a fifth grade education who are out of school or ineligible to enrol in the public Technical Vocational and Education Training system

 

The Finance and Operations Manager will report to the COP and will be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime recipient and any subawards.

 

Responsibilities

  • Provide oversight of financial and administrative management of the project
  • Oversee budgeting, monitoring project expenses, and timely preparation of donor financial reports
  • Develop and implement monthly project-wide financial reviews and analyses and maintain strong internal policies, process and control systems
  • Coordinate closely with Plan International USA home office staff and country office staff on internal and external financial review and audits
  • Provide compliance support to the Grants Manager and support the capacity development of sub-grantees to comply with USAID and Plan’s policies and procedures
  • Oversee daily office and satellite office operations including managing administrative staff

 

 

The Person

In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:

  • Possess at least a master’s degree in Business, Accounting, Finance or related fields relevant to the responsibilities of the role.
  • At least seven (7) years of experience in financial management for large complex projects, of which at least five (5) years were working in the field of international development.
  • Experience managing providing financial or administrative support to USAID-funded programs in Bangladesh
  • Demonstrated knowledge of USAID project management, including USAID rules, regulations, and reporting requirements.
  • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
  • Excellent command of English and Bengali, with strong verbal and written communication skills
  • Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
