The Opportunity:

The Field Officer, based in Behiera Program Unit (Behiera PU), will provide daily support to this project, working with the project team of two partners, the project Manager and Plan Egypt staff. Reporting to Area Supervisor, he/she will be closely coordinating the project activities with the relevant government departments, community-based implementing partners, in line with Plan Egypt’s policies and procedures.

 

Typical Responsibilities:

Key End Results of Position:

  • The Field Officer shall be responsible for overseeing the project implementation, provide overall leadership and liaison with relevant government bodies representatives in Behiera.
  • He/she will provide supervision, technical support and guidance to the project staff of the collaborative partners in Behiera. He/she will also be responsible for facilitating the development of project implementation plans and ensure effective coordination and team work between the project team at the partner level and strong relation with the partner. 
  • The Field Officer will also be responsible for producing quality project progress reports on quarterly and bi-annual bases for Plan international Egypt (PIE) and updating the M&E plan for the project for tracking progress towards targets. And as needed per contractual commitments and obligations as enshrined in the project Partnership Agreement, tracking and monitoring activity progress, ensure activity implementation abides with the set indicators and the project results, provide accurate and timely status reports and support the project manager to develop the external donor reports.
  • He/she will facilitate regular collaborative partner and other staff reflection and coordination meetings in Behiera and to ensure effective implementation of project activities in Behiera as per the set timelines and follow up on mechanism for implementation plan review and modification to achieve the set objectives.
  • The Field Officer will oversee project budget- monitoring expenditures, generating funds forecasts, tracking partner expenditures in Behiera and maintaining all necessary information for the timely development of financial reports.
  • The Field Officer is also expected to ensure that Plan Egypt’s relevant policies on gender, child protection, child and youth safeguarding, monitoring and evaluation and team security management are embedded into the project implementation plans.

     

    Budget and PO’s management

  • Set up and ensure well-functioning community-based M&E systems to effectively monitor the project implementation.
  • Ensure that the budget planning and implementation of the relevant Project Outlines (POs) are done with the maximum level of quality and in tandem with the project objectives. 
  • Develop the project’s PO/s in SAP system, ensuring their alignment with the projects’ approved budget and donor’s guidelines and take necessary and proactive actions in coordination with the project manager to keep such alignment.
  • Liaise with the Finance Department at Behiera PU to generate the required financial reports that inform the Project Manager and other PIE team members on the progress of expenditure.

    Leadership role

  • Coordinate with the relevant Program Unit (PU) staff, ensuring that the project is implemented within the ambit of the strategic objectives of Plan Egypt’s Country Strategic Plan-2016-2020.
  • Collaborate with the Field Officers of other projects in the same thematic area in developing synergies, fostering cross learning and sharing knowledge resources.

     

    Networking and Advocacy:

  • Support foster relationships with local level government departments/officials and collaborating partners for efficient project implementation.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

     

     

    Key relationships:

    Internal:

  • PU members to coordinate on major decisions related to project implementation (Medium contact)
  • Regular contact with the M&E staff to ensure M&E actions are carried on with the needed technical inputs (medium).
  • Local partners to assess progress and agree on the appropriated mitigation strategies (high contact).
  • Project Manager based at Country Office to coordinate the implementation and monitoring of project activities in the respective locations.(high contact)

     

    External:

  • Partners at local level in Behiera, Government representatives at district and governorate level to share best practices and to identify/implement opportunities for collaboration e.g. influencing, sharing of learning scale up and replication

     

     

     

    Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

    Essential:

  • University degree in Social Sciences, Development Studies or related discipline 
  • A relevant post graduate qualification is desirable. Prior experience of working on young women participation.
  • A minimum of 5 years monitoring project activities with local partners at a similar level preferably in an NGO environment is desirable.
  • Good knowledge of project management and budget planning.
