The Role & Scope:
Manager – Monitoring, Evaluation, Accountability and Learning (MEAL) will lead the MEAL functional area of all programs of Plan International Bangladesh as per the revised country strategy. This position will be responsible to ensure robust Result Based Management approach with a clear link between interventions and outcomes with a thrust on outcome monitoring; and a focus on knowledge management for scaling up of innovative programs. The MEAL team will provide evidence for programme design, planning and effectiveness. The MEAL team will ensure data and evidence generation that each project indicators and outcomes are contributing to the program outcomes and country program framework. This role is responsible to work closely with the program advisors, deputy director – programs, humanitarian department and business development team to ensure timely, accurate, quality evidence and data is collected from the communities and shared with internal and external stakeholders.
The position holder will lead the MEAL unit and is accountable for all MEAL related components in the implementation process of the MEAL systems and will support the Program quality and innovation unit by providing right information, knowledge and documents in the knowledge management system. The manager will provide necessary guidance and lead the team members to implement the all MEAL initiatives including PMERL, MIS, Annual Outcome Monitoring, Data Quality Assurance, Accountability and Feedback Mechanism ensuring alignment with feminist principles and participatory approaches.
What we’re looking for:
- Master degree in economics, political science, monitoring & evaluation, development studies or other subjects from social sciences;
- At least 8 years of progressively responsible experience in design, planning, monitoring, evaluation and research in international development organizations
- At least 3 years MEAL experience in humanitarian context
- A demonstrated understanding of influencing and advocacy and the indices for its measure is desirable.
- Experienced in leading the design and implementation of MEAL Initiatives for Country Level.
- Experienced with leading the design and implementation of M&E Systems (like PMERL, MIS, SAP) for country level.
- A demonstrated understanding of integrated programming and programme - based approach
- At least 4 years of direct team management experience
- Intermediate understanding of gender equality and value-based leadership
- High competency of reading, speaking, writing and presentation in both English and Bengali
