Since 24 September 2017, Plan International has been responding to the Rohingya refugee influx in Cox’s Bazar with special focus on protecting girls and boys from violence, abuse, neglect, and exploitation; improving hygiene and sanitation; and restoring access to safe, quality, and inclusive education for refugee children and adolescents. For the past three decades, our work in Bangladesh has made a significant impact, and we are now looking for a Manager–Digital Literacy and Skills .

The Role

Safe Digital Space for Girls and Youth in Bangladesh is a continuation of transformative project between Plan International Bangladesh, Plan International Norway, Grameenphone, and Telenor. This 2.5-year initiative will reach in total 4 million marginalized youth—particularly girls and young women—across 32 districts in Bangladesh, equipping them with critical digital literacy, online safety awareness, and resilience to thrive in an increasingly digital world. By combining Plan International’s gender-transformative, rights-based approach with Grameenphone and Telenor’s deep digital infrastructure and innovation, the project ensures meaningful and safe inclusion in the digital space. In total, 500000 youth, school children, and communities will receive face-to-face sessions on digital literacy.  An additional 500 youth will receive skills and entrepreneurship training while 3.5 million people will be reached indirectly through targeted radio messaging.

This project will scale up and expand on the successful implementation of digital safety from the previous project and innovate by including skills development. It recognizes that empowering youth with safe online practices is not enough if they lack the skills to leverage digital platforms for economic empowerment—and conversely, skills training alone is insufficient without ensuring the ability to safely navigate online. The intervention therefore combines digital literacy and online safety education with structured, market-aligned skills training and entrepreneurship support. This will be complemented by community engagement, youth-led advocacy, and coordination with stakeholders including employers and government bodies. The combined approach is essential for enabling youth—particularly from underserved and at-risk communities—to build safer digital habits, gain confidence and employability, and pursue viable career paths in an increasingly digital economy.

The position holder is responsible for designing, implementing, and scaling the project and provides technical input to achieve programme outcomes. The post holder is also responsible for ensuring that gender and inclusive approaches are embedded in the project by the quality benchmark in the full project cycle management process and generate and use learning.

The role holder will be expected to ensure evidence-based interventions to build knowledge and digital skills of adolescents and youth from marginalized communities in Bangladesh and mobilize communities to create a supportive environment to protect them. The role also requires close coordination with project partners and stakeholders to ensure the timely and quality delivery of outputs and outcomes through training, campaigns, advocacy initiatives, and the dissemination of project learnings and good practices

What we’re looking for

• Bachelor or Master's degree in Information Systems, Development Studies, Education, Business Administration, Social Sciences, Public Policy, or a related discipline from a recognized university.
• At least  ( eight ) 8  years of progressive professional experience in managing complex, donor-funded development programmes, with demonstrated expertise in digital literacy, digital skills, online safety, digital inclusion, youth empowerment, e-learning, skills development, or technology-enabled education programmes.
• Proven experience in project cycle management, including project planning, implementation, budget management, monitoring, evaluation, reporting, risk management, and donor compliance.
• Demonstrated experience in developing and managing digital learning products, e-learning platforms, online learning solutions, or digital content within the development, education, or private sector.
• In-depth knowledge of digital literacy, digital transformation, online safety, digital learning methodologies, e-learning platforms, and technology-enabled learning approaches.
• Proficiency in Microsoft Office applications and digital collaboration tools; experience with digital data collection and learning management systems is an asset

The project duration is up to 23 months, and the selected candidate will receive an initial one (1) year contract for this position, with a high possibility of extension based on performance and availability of funds. Only Bangladeshi citizens are eligible to apply.

Salary Package for this role is BDT. ( 182,086-227,607 ) monthly CTC salary along with other benefits, i.e., hospitalization benefit for spouse and children, contributory provident fund, gratuity, festival bonus (2), leave, group insurance, yearly medical check-up for employee, and day care facilities.
