Plan International Bangladesh in view to support its Vision for 2030 has been familiarizing implementation of a dedicated decentralized People & Culture team to support its staff thus organization to excel in their capacity, motivate and retain talent them with right career support.
The role and Scope:
Monitoring and Evaluation Specialist will be responsible to design and lead the monitoring and evaluation (M&E) activities and ensure the result-based management in Program and project areas as per defined in the country strategy. The position holder will develop theory of change (TOC), result framework and indicators to measure success in respective project from regular monitoring and evaluation activities. In line with P&IQP s/he will track output delivery and assess outcomes to understand project progress towards achieving objectives, hold regular process monitoring, compile information and produce quarterly report for programme team and country management team to take decisions. Data quality assurance is one of the key responsibilities of this position holder. The M&E Specialist will also provide effort for capacity building of staff at Plan and partner organisation to enhance skill in programme monitoring.
What we’re looking for
Essential:
- At least Postgraduate degree, preferably in Sociology, Anthropology, Economics, Development Studies and Statistics, or other relevant field;
- At least 5 years’ working experience in leading Monitoring and Evaluation activities for projects and programs in national/international development organizations.
- Skill in using MS Excel and skill in analyse data with statistical software like SPSS, STATA or R.
- Experienced to implement Annual Outcome Monitoring and evaluation of the projects
- Experience in using implementing M&E system for programme monitoring is preferred.
- Ability to develop and revise TOC, result framework, log frame, etc. at programme level, and indicators to measure success.
- Ability to develop, communicate and implement M&E plans of country programmes and projects
- Experienced to measure the progress of the project and program through evaluation and annual outcome monitoring.
- Knowledge on predefined indicators and understanding of the logic of using these indicators
- Good understanding of quantitative and qualitative data collection methods and tools and ability to apply.
- Ability to implement data quality assurance mechanism for project level
- Knowledge on digital data collection tools and procedure.
- Skill to critically analyse data and produce comprehensive useful report to support programme to take decision
- Experienced in TOR development and coordinate evaluations to get quality deliverable from consultants
Desirable:
- Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines;
- Strong communication skills and ability to write clear and concise reports in English;
- Demonstrates an understanding about the Safeguarding of Children and Young People Policy and compliance, applies the possible protection measures within the scope of job, and provides inputs for strengthening safeguarding measures.
- Willingness to work for and on behalf of the organization at the time of disaster within Plan working areas or outside

Monthly consolidated salary range for this role is 147,106 BDT – 183,883 BDT CTC (may vary based on experience) along with other benefits i.e. Provident Fund, Gratuity, Festival Bonus, Life Insurance, Hospitalization Insurance coverage along with Out Patient Treatment Benefit.
