Since 24 September 2017, Plan International has been responding to the Rohingya refugee influx in Cox’s Bazar with special focus on protecting girls and boys from violence, abuse, neglect, and exploitation; improving hygiene and sanitation; and restoring access to safe, quality, and inclusive education for refugee children and adolescents. For the past three decades, our work in Bangladesh has made a significant impact, and we are now looking for a Junior Social Norms Expert.

The Role

The Junior Social Norms Expert will support the integration of social norms and gender-responsive approaches within project interventions aimed at enhancing inclusion, empowerment, and participation of NEET youth and other vulnerable groups. The Social Norms Specialized Agency (SNSA) is a key component of the Economic Acceleration and Resilience for NEET (EARN) Project, implemented by the Department of Youth Development (DYD) under the Ministry of Youth and Sports (MoYS) with support from the World Bank. The position will contribute to the design, implementation, monitoring, and evaluation of Social Norms and Social Inclusion (SNSA) strategies, ensuring that project activities are culturally sensitive, gender-responsive, and aligned with community dynamics. The expert will facilitate stakeholder engagement, strengthen community awareness, and promote positive social and behavioral change to create an enabling environment for sustainable project outcomes.

What we’re looking for

• Master's degree in sociology, social work, anthropology, gender studies, development studies or other relevant disciplines.
• Minimum five (5) years specific experience in the similar field from a social perspective and have a proven track record.
• Knowledge and understanding of social and gender norms within the project context (both geographic and technical context).
• Demonstrated awareness of Social Norm strategy and responsiveness to gender and social issues in cross-cultural contexts.
• Proficient on community dynamics, leadership structure, cultural sensitivity and inclusivity for promoting an enabling environment and responsiveness.
• Expertise on designing an overall Social Norm strategy for promoting an enabling environment for NEET youth, with special focus on inclusion, gender related norms, community engagement and so on.
• Ability to successfully design and facilitate participatory training and workshops.
• Ability to communicate effectively with people on all levels both inside and outside the organization on issues that could be complex or sensitive in nature.

Location: Bangladesh Country Office, with 60% travel

Deadline: 08 August 2026

The project duration is up to 24 months, and the selected candidate will receive an initial one (1) year contract for this position, with a high possibility of extension based on performance and availability of funds. Only Bangladeshi citizens are eligible to apply. 

Salary Package for this role is BDT. 65,071 monthly CTC salary along with other benefits, i.e., hospitalization benefit for spouse and children, contributory provident fund, gratuity, festival bonus, leave, group insurance, yearly medical check-up for employee, and day care facilities.
