Education in Emergencies Specialist

Staff on secondment will ensure the quality and professionalism of Plan International International’s EiE programs in the WACAH. The post holder will coordinate the NORAD project and provide advice and support to programs, build policy, guidance and capacity within the organization, and contribute to establishing Plan International’s reputation for this work among international organizations.

The position will be attached to the Plan International West Africa Regional Hub


Dimensions of Role:

  • Ensure the coordination of the NORAD project and support Plan International country offices before and during disasters on assessment, analysis of needs and the design, monitoring and evaluation of programmes to address those needs, with deployment into emergencies as required.
  • Support capacity development of country office preparedness to Plan International and implement effective and high quality EiE interventions in case of disaster.
  • Provide technical and policy leadership to relevant networks/platforms at regional level engaged in EiE and contribute to establishing Plan International’s reputation in EiE among international organizations.
  • Support Plan International’s monitoring, evaluation & research as well as organizational learning across the African region on EiE.

Typical Responsibilities - Key End Results of Position

  1. Technical Support in EiE and ECCDiE interventions

Result: Plan International response to education and ECCD in emergencies has increased in scale, and the interventions are of high quality and internationally recognized.

Indicators will include:

  • Plan International country offices receive  timely support to conduct general need assessment in EiE (including ECCDiE) and relevant and actionable EiE and ECCDiE strategy is developed  in case of emergencies
  • Plan International country offices supported in implementing Safe Schools Guidelines and disaster risk reduction activities.
  • Plan International country offices  receive timely support in writing of proposals and budgets of EiE, safe school and ECCDiE activities
  • Plan International country offices in countries struck by disaster respond by providing immediate and prolonged disaster assistance of high quality and based on local analysis of needs in the area of education and ECCD
  • Plan International country offices intervene in case of disaster by minimizing the disruption to education, maintaining education for children affected by chronic disasters or conflict and re-establish education after disaster or conflict.
  • Plan International country offices respond to education and ECCD in emergencies with programs that are of high quality, including: rights based and child centred approach, inclusion of marginalized and vulnerable children, gender and conflict sensitive, the provision of quality education, psychosocial support, training of teachers and parents.
  • Increased amount of positive media coverage and publications mentioning Plan International, education and ECCD in relation to disasters.
  • Provide oversight, coordination and support selected West African countries in the quality implementation of a multi-year Norad grant focused on education and ECCD in emergencies.
  1. Building capacity for disaster preparedness in relation to EiE and ECCDiE

Result: All Plan International country offices in the WACAH have a high level of capacity to respond effectively to the education and ECCD needs of children in the case of disaster with high quality and the NORAD project is well implemented.

Indicators will include:

  • The NORAD project is well implemented with Safe school component
  • All country offices are prepared to respond to education and ECCD in emergencies with programs that are of high quality, including: a rights based and child centered approach, inclusion of marginalized and vulnerable children, gender sensitive and the provision of quality education.
  • All country office education staff has been trained and have a high level of preparedness to respond to education needs of children in case of disaster.
  • All country offices have organizational preparedness systems in place to respond to education needs of children in case of disaster.
  • All country have Key partners staff who are trained EiE and ECCDiE and capable to implement high quality programs.
  • Countries receive support on the recruitment of EiE staff.
  1. Engagement in networks/platforms:

Result: Plan International extends impact and builds profile by working collaboratively or in partnership with others on EiE and ECCDiE.

Indicators will include:

  • Plan International continues as a co-lead of the regional education in emergencies working group for West and Central Africa.
  • EiE and ECCDiE initiatives carried out with other organizations have increased, in particular the number of countries in which Plan International is involved in national disaster coordination groups related to education and ECCD.
  • The extent and quality of involvement in relevant EiE networks, cluster working groups and associations has increased.
  • Potential implementing partners are identified and assessed where available and recommendations are made on how to fill gaps.
  1. Monitoring, evaluation & research and organizational learning

 Result: Plan International will learn from the successes and challenges of our work in EiE and ECCDiE.

Indicators will include:

  • Effective systems are in place for monitoring and evaluating Plan International’s intervention in EiE and ECCDiE in the Africa region, including carrying out relevant research when needed.
  • Countries struck by disasters are providing regular updates on progress, priorities and constraints
  • Lessons learned on EiE and ECCDiE are documented and shared internally in Plan International as well as externally with relevant partners.

Dealing with Problems:

  • Country level staff overstretched
  • Extremely low capacity in this area to build work upon (both internally as well as with civil society partners)
  • Large intervention zone and thus the need to clearly focus on the essential
