Since 24 September 2017, Plan International has been responding to the Rohingya refugee influx in Cox’s Bazar with special focus on protecting girls and boys from violence, abuse, neglect, and exploitation; improving hygiene and sanitation; and restoring access to safe, quality, and inclusive education for refugee children and adolescents. For the past three decades, our work in Bangladesh has made a significant impact, and we are now looking for a Programme Specialist-Livelihood & Resilience

 

 

The Role

The Programme Specialist-Livelihood and Resilience will provide overall strategic, technical and managerial leadership for the Livelihood and Resilience portfolio in Cox’s Bazar. The position is responsible for designing, implementing, and scaling quality programs focused on Climate Smart Agriculture (CSA), Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and overall community resilience building. The incumbent will lead strategic planning, project implementation, and resource mobilization efforts while ensuring integration of DRR and CCA across all sectors and programs.

This role also includes designing and managing MEAL frameworks, ensuring quality monitoring and evaluation, managing budgets, and leading proposal development and fundraising initiatives. The position requires strong technical expertise, program management acumen, and strategic leadership to promote sustainable and resilient livelihoods for vulnerable communities in Cox’s Bazar and surrounding areas. The position will work closely with the local partner, local government institutions, education stakeholders, adolescent and youth groups, and relevant government departments to ensure effective delivery of project objectives while strengthening evidence generation, learning, and sustainability

 

 

What we’re looking for

 

  • Bachelor’s or Master's degree in Agriculture is mandatory
  • Certification in Disaster Management, Climate Change, or a related field will be preferred
  • Minimum 7 years of professional experience in livelihood and resilience programming, including at least 3 years in a project management role.
  • Minimum 2 years of experience in Cox’s Bazar (Camp, host communities and other Upazilas) in preferably on climate resilience, DRR and livelihood initiatives (camp and host communities).
  • Familiarity with BMZ and ANCP/DFAT funding mechanisms is preferred
  • Knowledge of Rohingya context, refugee policies and humanitarian standards
  • Proven experience in program design, proposal development, budget management, and donor compliance.
  • In-depth understanding of climate-smart agriculture, market-based livelihoods, community resilience, and DRR/CCA integration.

The selected candidate will receive an initial one (1) year contract for this position, with a high possibility of extension based on performance and availability of funds. Only Bangladeshi citizens are eligible to apply.

 

 

Salary Package for this role is (BDT. 128,566-182,085) monthly CTC salary along with other benefits, i.e., hospitalization benefit for spouse and children, contributory provident fund, gratuity, festival bonus, leave, group insurance, yearly medical check-up for employee, and day care facilities.
