About the Project

 

Plan International Pilipinas, with support from UNICEF, will implement the Improving the Learning Outcomes of K‑6 Learners in BARMM project. The project supports early childhood (up to 8 years old) and basic education (up to Grade 6) through learning recovery activities, teacher training, and quality teaching materials, working closely with communities and local education partners.


About the Role

 

The Project Manager leads the overall planning, implementation, and monitoring of the project. The role ensures that activities are delivered on time, within budget, and to quality standards, while meeting donor and organizational requirements.

 

The Project Manager coordinates closely with LGUs, education offices, partners, and communities; provides guidance to the project team; and helps identify and manage risks that may affect implementation.


Key Responsibilities

 

  • Lead the development and implementation of the Detailed Implementation Plan (DIP)
  • Oversee day‑to‑day project implementation and ensure quality delivery of activities
  • Manage the project budget and ensure compliance with donor and organizational guidelines
  • Lead the development and use of monitoring and learning tools (e.g., Theory of Change, MERL Framework)
  • Conduct regular field visits and provide technical and operational guidance to the team
  • Coordinate with LGUs, government agencies, and partners to ensure smooth implementation
  • Supervise and support project staff performance and accountability

Qualifications & Experience

 

  • Bachelor’s degree in education, social sciences, social development, or related fields (advanced degree an advantage)
  • At least 5 years of experience in development program implementation, with at least 2 years in education or early childhood education (ECE) projects
  • Strong experience in community‑based programming, stakeholder coordination, planning, and monitoring
  • Knowledge of children’s rights, child protection, inclusive education, gender equality, and community development
  • Good communication skills; able to work effectively with communities, partners, and local government
  • Team‑oriented, proactive, and committed to child‑ and rights‑based programming

Important Note

This position is an anticipatory hire and is subject to the approval and finalization of grant funding.

 

Location: Cotabato City (with frequent travel to project sites: Maguindanao del Norte (MDN), Lanao Del Sur (LDS), Maguindanao del Sur (MDS), Special Geographic Area (SGA) )
