Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives.

Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that “Children, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of change”.

 

Purpose

The position holder will be responsible in implementation of the Supply Chain Manual throughout the country operations to achieve Value for Money in all Logistics and Procurement processes (goods and services which meet programme needs). Managing Fleet and transport service, managing suppliers’ relations, and ensuring compliance to procurement systems and procedures in the organization. In addition, the post holder is responsible for implementing safety and security measures advising operations and programmes based on security assessments and action plans building the capacity of staff on safety and security

 

Accountabilities and Main Work Activities

  • Providing direction and accountability for Plan Supply Chain performance and ensuring it is well aligned to the organizational strategic objectives. 
  • Develop and implement a country supply chain strategy to identify and leverage opportunities for supply chain consolidation 
  • Coordinate the strategic sourcing, development and review of framework agreements, service level agreement and long-term contracts 
  • Develop the overall procurement plan, in liaison with respective user departments, and lead the implementation of the plan in order to realize the organizations’ objectives 
  • Monitor overall procurement performance, manage continuous improvements in the department, ensure regular reports are received including quarterly spend analyses as well as supply chain initiatives through the global / country supply chain excellence in line with operational manual. 
  • Develop and update security plans, operational continuity plans and crisis management plans 
  • Lead development of safety and security local policies and procedures, and ensure their implementation; 
  • Advise management on matters relating to employee and property safety and security; 
  • Conduct training needs assessment, and develop and facilitate security and safety training; 
  • Monitor security conditions and liaise and coordinate with external agencies e.g. private security firms, government, etc. 
  • Check and ensure utilities such as electricity, water and office communication systems are properly functioning. Arrange timely maintenance as required. 
  • Office space is used efficiently and cleaned as required and undertake office building maintenance and repair and liaise with Landlords as appropriate. 
  • Ensure all Plan property is in good state of repair and maintenance and services such as water and electricity are available
