The opportunity:
- Establish contact with suppliers and the procurement committee and ensure that there is an approved list of pre‑qualified suppliers in use.
- In collaboration with the Supply Chain and Safety Manager and the Procurement Committee, compile an updated list of pre‑qualified suppliers and submit it to the Program Area Manager for approval.
- Comply with Plan’s policies and procedures on procurement, storage, inventory, distribution, and receipt of all Plan materials/goods.
- Prepare tender documents, requests for information, delivery costs, and item specifications.
- Frequently conduct market analysis to review the prices of goods and services and ensure that the Program Area continuously obtains good value for money from pre‑qualified suppliers.
- Update and share the procurement tracking report with project managers and the supply chain and safety manager at CO level, as well as other users, according to agreed standards.
- Propose fleet measures (additions and disposals) through leasing/renting as well as purchases, and advise on refurbishment and/or disposal of vehicles.
- Prepare weekly/monthly vehicle reports, logbook records, trip and fuel reports; monitor utilization, maintenance, and fuel consumption; and conduct monthly analyses of fuel and maintenance expenditures.
- Record vehicle accidents and ensure timely and accurate accident/incident reports, including near misses, are submitted to CAMS.
- Manage staff transportation at all times and ensure proper use of vehicles by staff, including those working in the field.
- Responsible for the proper functioning of technical facilities (water, electricity, sewage), including the smooth operation of office equipment such as backup power, voice and data systems, printers, etc. Request IT technical support when necessary.
- Maintain office security at all times, adopting measures to mitigate theft or threats to office safety.
About you:
- Bachelor’s degree in Procurement and Supply Management, Business Management, or relevant training in logistics procedures and systems.
- Accreditation from the Chartered Institute of Procurement and Supply (CIPS).
- Progressive experience in NGOs in procurement, contract management, administration, or related areas.
- Experience with VAT exemption procedures and knowledge of Mozambican Government procurement requirements.
- Computer and analytical skills: Experience in MS Excel and other MS applications such as Word, PowerPoint, etc.
- Experience with procurement modules of any ERP system. Knowledge of SAP would be an added advantage.
- Excellent written and verbal communication skills in English.
- Strong analytical and logical reasoning skills.
