This strategic plan takes into consideration the Education, Health, WASH, Emergency Protection and Management programs, and with a focus on Gender issues in all programs. ROLE PURPOSE

Plan International Guinea Bissau (Plan) requires a Senior HIV and TB Specialist to oversee the implementation of a large-scale program to support HIV and TB prevention efforts in Guinea-Bissau communities. This specialist must have experience in M&E. Plan International Guinea Bissau was selected as the main sub-beneficiary (SR) for the implementation of activities to prevent and combat TB, HIV and Malaria at the community level in a key population in Guinea-Bissau, along with other NGOs and the Ministry of Health's programs. Plan with experience of over 20 years of activities at the community level and has recently implemented PIMI I and II, which is the Community Project for the reduction of maternal and child mortality in the 4 regions of the country since 2015. This position requires an excellent domain of national health policies, international strategies and community-based approaches related to HIV in girls and women salespeople, working directly with local NGOs, in addition, the target populations by this Grant as well as activities related to the detection of HIV cases. TB and TBMDR in communities and others who are at risk of contracting TB.

 

DIMENSIONS OF THE ROLE

  • Provide technical, strategic, planning and policy advice on HIV / AIDS in the TB / HIV project funded by the Global Fund with a focus on women and girls street vendors and community-based approaches to respond to the disease among key populations;
  • Support team in achieving impact through the Global Fund project, providing technical guidance and support in identifying opportunities and addressing the underlying challenges to strengthen the community response to HIV;
  • In addition to participating in the Joint HIV Monitoring Mission, participating in all technical meetings on HIV / AIDS, contributing with HIV / AIDS experience and providing support within the framework of Plan International's strategy to transfer technical capabilities to Ministry of Health entities and local partners in responding to HIV / AIDS
  • Analyse the current status of HIV / AIDS disease and its dynamics, results and outcomes, program activities and achievements, changes in community settings and dynamics, gender aspects of community programming and provide best practices and recommendations for adjusting programs for maximum impact against HIV / AIDS;
  • Within the Global TB / HIV Fund project, provide technical support to the national HIV and TB program to ensure that the program and country are consistent with the National Strategic Framework and global benchmarks;
  • Develop strategies to promote meaningful partnerships with technical partners in Country in the key areas of HIV / AIDS control in the program, including case detection, treatment and prevention interventions and assisting the project team in preventing duplication of efforts with other partners for HIV / AIDS control to maximize the efficient use of resources available for HIV control
  • Review progress reports to provide quality technical information on the progress of indicators, measures to accompany the work plan and activities under the Global Fund project
  • Conduct field visits to ensure the quality of HIV / AIDS services provided to project beneficiaries, develop and implement standardized protocols and mechanisms to identify and correct program quality problems
  • Provide technical support to strengthen the links between TB interventions / strategies with HIV / AIDS

 

ACCOUNTABILITIES

Advises and guides quality TB / HIV programs in areas of geographic intervention, ensuring that the goals in the performance structure are met

Contributes to the development and implementation of National Level Strategic Structures on HIV

Provide technical support to strengthen the links between TB interventions / strategies with HIV and other public health initiatives;

Provides technical guidance and supports the collection, storage, analysis, dissemination and quality assurance of data from the point of service delivery to the central levels of data aggregation.

Contributes to the design, implementation and supervision of the M&E and Research activities defined in each phase of the grant management cycle

Be a technical leader in preparing and finalizing Progress Updates for the Global Fund and meeting donor recommendations to meet donor M&E requirements, strengthening national M&E systems and empowering national and local entities

 

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Qualifications And Experience

  • Master's degree in public health or any other discipline related to health
  • Minimum five years’ experience in public health and experience with RSSH, HIV control among high-risk groups and community-based approaches to TB control
  • Technical skills / experience demonstrated in these areas: HIV risks and vulnerabilities and community response, health policy dialogue, HIV / AIDS control program issues and challenges, knowledge of the Stop TB strategy and national strategic disease frameworks, familiarity with global HIV / AIDS strategies, understand and report research results, quality of service, community systems, TB-HIV program links and HIV interventions, strategies and indicators.
  • Proven experience in collecting, analyzing, storing, disseminating and reporting data, as well as using and maintaining databases.
  • Knowledge and experience in promoting meaningful partnerships in M&E and research and training in M&E
  • Knowledge and experience in the design of evaluation and research methodologies and protocols, including surveys and studies.
