About the Role

 

The Project Officer (PO) plays a key role in supporting the day‑to‑day implementation of the project at the community level. This role works closely with daycare workers, teachers, parents, caregivers, community leaders, and local government units (LGUs) to help improve early childhood care and learning services.

 

The Project Officer supports center‑based and home‑based early learning programs, including Supervised Neighborhood Play (SNP), and helps communities organize activities that are safe, inclusive, and appropriate to their local context.

 

This role is field‑based and involves active community engagement. The Project Officer helps ensure that all activities follow Plan International Pilipinas’ principles on child protection, safeguarding, gender equality and inclusion, and inclusive quality education.


 

Key Responsibilities

 

  • Conduct community orientation sessions about Plan International Pilipinas and the ECCD project with local leaders, people’s organizations, and other stakeholders
  • Help gather and update community and youth data and support sharing key information within communities
  • Support the implementation of project activities based on approved workplans, ensuring child protection, safeguarding, and gender equality principles are followed
  • Facilitate monitoring and reflection sessions with community partners to review progress and lessons learned
  • Document community activities, processes, and good practices
  • Support data collection for monitoring and evaluations, in coordination with the MERL Officer
  • Help identify, mobilize, and train parents and caregivers to actively participate as ECCD champions in their communities

 

Requirements and Qualifications

 

Education

  • Bachelor’s degree in Social Science, Education, or other related courses

 

Training and Technical Background (training may be formal or gained through experience)

  • Early Childhood Care and Development (ECCD)
  • Community Organizing or Community Development
  • Project or Program Implementation
  • Participatory Rapid or Rural Appraisal
  • Gender Sensitivity and Gender and Development
  • Child and Youth Protection

 

Experience

  • At least three (3) years of experience in community‑based work, ECCD programming, or development projects
  • Experience working with children, families, and community groups
  • Hands‑on experience using participatory approaches in community settings

 

Core Competencies

 

  • Digital Literacy: Basic ability to use computers, mobile devices, common software, and internet‑based tools
  • Communication: Able to explain ideas clearly and respectfully to different audiences; listens well and supports open discussion; builds trust and positive working relationships with communities and partners
  • Community Organizing and Development: Understands basic community organizing principles; able to help organize community groups, mobilize local resources, and support community‑led initiatives focused on children and families
