role PURPOSE

 

The Consortium:

Plan International (PI), Mercy Corps (MC), Arab Renaissance for Democracy and Development (ARDD), Al Jidara, Solidarity is Global Institute (SIGI) are contracted by USAID to implement Tawazon-The Promoting the Voice and Leadership of Women Activity, which offers a new approach to advancing gender equality—one designed and led by Jordanian female voices and grounded in Human Centered Development (HCD) and behavioural science to sustainably change norms. The PVLW is a five-year activity that will create transformational changes in gender relations at the family, community and national levels to enhance gender equality and advance women’s leadership in Jordan. This will be achieve through: 1) strengthening the enabling environment and institutional capacity and addressing structural barriers for women to fully exercise their rights, express their agency and freely lead and participate in society without restrictions; 2) partnering with local stakeholders to counter prevailing prohibitive social norms that perpetuate gender inequality, undermine women’s agency to exercise their rights, and prevent transformative change in gender relations; and 3) advancing the inclusive and transparent leadership and decision-making participation of girls and women

 

Plan International Jordan is looking for a Gender Capacity Strengthening coordinator to provide technical support to Tawazon project in terms of capacity strengthening across the three pillars. The coordinator will work closely with Plan’s gender officer and gender specialist, and with other consortium partners, to ensure timely fulfilment of the annual work plan.

 

Dimensions of the Role

 

The role involves working closely with the following external and internal stakeholders: Internal:

  • Tawazon team
  • Plan’s team including the technical unit and the programs unit.
  • Tawazon CoC volunteers

External:

  • Relevant Ministries & local institutions
  • Plan’s implementing partners
  • Plan’s Office such as National Offices and other Regional and COs

 

Accountabilities

 

Plan international, a Tawazon consortium member, is seeking to hire a Gender Capacity Strengthening coordinator who will be responsible for:

Program Management

 

    • Collaborate with the Gender Inclusion & Social Equity (GISE) team to establish criteria for selecting participants in the CoC program.
    • Support the development of capacity strengthening plan that is in line with the legislative agenda and with GoJ own priorities.
    • Adopt inclusive approaches to promote women’s leadership and voice across all capacity strengthening activities
  • Design a tailored Training of Trainers (ToT) curriculum for specific areas, ensuring content meets local needs.
  • Ensure proper documentation, monitoring and evaluation of all activities through Track and evaluate training outcomes, maintaining comprehensive participant records and feedback.
    • Ensure the reflection of the findings of the gender analysis in all capacity strengthening activities.
  • Lead the delivery of the CoC Trainer Qualification Program and provide ongoing mentorship during session facilitation.
  • Draft Terms of Reference (TORs) for all consultancy services supporting participant-led initiatives in selected regions.
  • Directly supervise the COC trainers through conducting regular meetings and evaluations to oversee trainers’ performance and ensure timely session delivery.
  • Provide trainers with necessary tools, resources, and guidance to support impactful training.
  • Address challenges faced by trainers and participants, working collaboratively to enhance program delivery.
  • Oversee participant registration, ensuring alignment with the program’s criteria and goals.
  • Maintain detailed participant records, including attendance and performance metrics.
  • Revise CoC materials designed for ages 14-17 to align with the needs of the 18-28 age group, ensuring content, language, and activities are appropriately tailored for young adults at every stage of the program.

Networking and Knowledge sharing

 

    • Ensure Consistent knowledge exchanges, knowledge creation, formal learning opportunities, and informal relationship-building opportunities across and between Tawazon partners, stakeholders, and CSOs.
    • Design a tailored Training of Trainers (ToT) curriculum for specific areas, ensuring content meets local needs
  • Contribute to capacity-strengthening strategies for staff, participants, and partners in Social and Behavioural Change Communication (SBCC).
    • Prepare detailed reports on program effectiveness, identifying areas for future improvement.
    • Support in the expansion of network of youth groups and coalitions.
    • Support gender mainstreaming across all program activities, ensuring a consistent approach to gender equality.
    • Attend cross-technical and cross-partner review meetings to discuss topics such as progress on the workplan, budget, contextual challenges and solutions, and monitoring data reviews.
    • Ensure consistent understanding of terms and approaches used under Tawzon across all staff.
    • Collaborate with the Social Behaviour Change and Capacity Building teams to implement unified national and regional communication strategies
    • Work closely with the technical team to produce high-quality training material
    • Support knowledge-sharing initiatives, fostering collaboration between partners, stakeholders, and CSOs. Work closely with the social behaviour change team on capacity building activities.
    • Support the gender unit in mainstreaming gender across activities.
    • Work closely with Tawazon Capacity Building and SBC Collaborative Team (MC and ARDD) with consultations to implement unified national-level communication and advocacy strategy and governorate-level communication strategies and actions.

 

Child protection, gender equality and inclusion

  • Ensures that Plan International’s global policies for Safeguarding Children, Young People and Programmes Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan

 

 

Key relationships

The post holder will be part of Tawazon consortium this requires close coordination with Plan- Tawazon staff and all other consortium partners teams.

 

Technical expertise, skills and knowledge

 

Essential

  • Bachelor’s degree or equivalent in Social Work, Social Sciences, Psychology, Public Health, Human Rights or another related field;
  • Minimum of 5 years (3 in the field) of progressively responsible experience in implementing protection/ Gender Based Violence and/or Women´s Empowerment and/or Reproductive Health programs, preferable social work and/or case management in humanitarian, post-conflict recovery and/or development settings.
  • Sound knowledge of GESI issues in humanitarian and/or development settings, including relevant international human rights, principles and established international standards.
  • Strong facilitation skills and demonstrated experience in designing and rolling out contextualized capacity building programs for staff, volunteers, partners and other key stakeholders.
  • Experience of conducting gender responsive assessments, studies, and participatory learning approaches to inform programming in diverse contexts.
  • Excellent negotiation, representation, and communication skills and the ability to work comfortably in a very sensitive environment.
  • Excellent writing skills, with very good command of spoken and written English and Arabic.
  • Commitment to Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion including relevant Implementation Standards and Guidelines as applicable.

Desirable

  • Previous experience in USAID women empowerment projects as well as prior trainings in gender and gender issues and their application in humanitarian, conflict, recovery and development settings;
  • Strong knowledge in planning, monitoring, evaluating programs and ongoing developments in evaluation tools and processes for protection projects.
  • Ability to work with people from a range of backgrounds, promote teamwork, and able work independently with limited supervision from the line manager;
  • Ability to work under pressure with competing priorities and deadlines and communicate clearly and effectively at all levels;
  • Strong organizational and work prioritization skills and attention to detail.

Physical Environment

 

The Gender Capacity Strengthening Coordinator will be located at Mercy Corps offices in Amman with frequent visits to Plan’s premises. The frequency of visits might vary and will be agreed upon with the line manager.
