Role Purpose
Plan International Jordan is seeking an experienced Project Manager with demonstrated knowledge and experience in managing Social Entrepreneurship, young women led economic projects and livelihood projects for vulnerable young people. The Project Manager is expected to provide leadership and integral management to his/her program team and partners.
Dimensions of the Role
Background: Plan International in Jordan is prepared to implement a 30 months’ project to Strengthening entrepreneurship initiatives targeting young women. the action is tailored to foster sustainable employment through entrepreneurship, particularly by empowering women entrepreneurs in rural areas. It centers around four key objectives to enhance the entrepreneurial ecosystem for women in Jordan.
First, the plan strengthens infrastructure to support women-led startups, creating an environment for business scalability and sustainability through training and capacity-building programs.
Second, it accelerates the growth of startups by providing advisory services, better access to finance, and unlocking new business opportunities.
Third, the plan fosters a supportive ecosystem by strengthening community organizations and advocating for policy reforms that promote women’s entrepreneurship and facilitate market access.
Finally, it aims to drive broader social change by advocating for gender-inclusive policies and challenging traditional norms through social behavior campaigns. This promotes job creation and income growth and enhances the quality of life for women entrepreneurs and their families.
The Consortium :
The project is implemented through a consortium of international and national partners, led by the Royal Scientific Society – iPARK. The consortium includes Plan Netherlands, Plan International Jordan, Durrat Al Manal for Development and Training, and the Royal Society for the Conservation of Nature (RSCN).
The Project Manager will be based in Amman with frequent travel to project locations inside Jordan; He/ She will lead and oversee project implementation, assure the quality of programming and ensure adequate coordination of the Plan implementation team as well as overall coordination and planning with all project’s stakeholders. The project manager will be responsible for:
Accountabilities
Coordination and Communication:
- Coordinates with other Plan International sectors to ensure implementation of standardized and quality activities.
- Works in close collaboration and consultation with available government structures, non-government actors, cluster system and community representatives.
- Coordinate with other departments (program and support) as necessary
- Represents Plan, and the other members of the consortium (if needed), in platforms and meetings held at community and national level.
- Develops a network to facilitate the project acceptance and stakeholder’s contribution and ownership
- Provides compiled reports to the Head of Programs and national office, including relevant context update and analysis.
- Maintain positive and productive relationships with partners and support to complete their responsibilities in compliance with donor rules and regulations
- Work closely with other departments to elaborate and harmonize tools, SOP, guidelines and conceptual frameworks to guide the implementation
- Undertake all other duties that may be determined by the line manager and that are compatible with the job.
Project Implementation:
- Develop, implement, oversees and monitors the entrepreneurship project, in accordance with the objectives, activities and targets outlined within the proposal and in line with project’s budget.
- Manage budget and monitor expenses for the project.
- Forecasts and follows up on expenditures related to the project and participates in budget revision exercises.
- Field monitoring visits to Plan’s and partners’ activities.
- Submit periodic internal project activity updates (activity and budget follow up) to Plan Netherlands office
- Identifies logistic and admin support needs related to the project and communicates these to the programs manager and relevant log/admin support person.
- Lead the work planning process with partners and coordinate between partners to ensure complementary activities and sequencing among activities and between projects
- Frequently revise the work plan ensuring proper sequencing of activities and timelines match donor and other project commitments
- Develop and manage an indicator tracking tool for the project .
- Managing the technical leads of all partners, ensuring that the activities are synergized, organized and managed optimally while at the same time operated in compliance with donor requirements and relevant guidelines.
- Managing the creation or modification for the project and any relevant activities related to the SAP system
- Leading the data entry and updating data using PMERL system to ensure of accurate data and numbers reflected .
Technical capacity building
- In collaboration with the SOYEE Specialist and with technical team at national office, participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.
- Ensure quality technical inputs into the design and delivery of the program activities including field implementation.
- Support the effort of designing of new proposal , conducting researches and studies within the same sector /or other sectors if needed .
- Attending coordination meetings and working groups and present plan Jordan during these events and meetings within the sector .
- Support the activities of the SOYEE Center of Excellence, including the implementation of initiatives, participation in design and planning processes, and engagement in networking efforts.
Child protection, gender equality and inclusion
- Ensures that Plan International’s global policies for Safeguarding Children, Young People and Programmes Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan
Key relationships
The Project Manager will maintain regular communication with a diverse range of stakeholders, both internal and external to the organization. Internally, this includes collaboration with program teams, finance, procurement, and MERL units to ensure seamless project implementation. Externally, the Project Manager will engage with partners, donors, government counterparts, community representatives, and other relevant stakeholders to coordinate activities, share progress, and ensure alignment with broader program goals. This role requires a strong virtual presence to facilitate remote coordination, attend online meetings, and represent the organization in virtual forums, as needed.
Technical expertise, skills and knowledge
- Minimum 5 - 7 years of progressively responsible professional experience in project management in sectors of youth livelihood, youth social enterprise or youth economic empowerment.
- University degree the field of Social Work, Business, Social Sciences or another related field.
- Knowledge of business and income generating activities in the context of Jordan with clear understanding of related legal and policies frameworks.
- Previous experience in team leading and implementing through partners’ projects.
- Previous experience working with youth projects .
- Experience in livelihoods and Education development in humanitarian or refugee settings, community-based and social enterprise and community participation required.
- Experience in budget management –1 million and above.
- Experience of working with partners.
- Experience in working with donors including: BMZ, GIZ, EU, MADAD,.
- Ability to communicate and maintain appropriate and productive relations with a range of actors, including children, parents, local and national authorities.
- Flexible work attitude and ability to work independently within a small team.
- Excellent knowledge of Arabic and English.

Physical Environment
The role is primarily based in a typical office environment, with occasional travel to field locations as required by project activities. Field visits may involve working in challenging conditions, including hot and humid climates or areas with limited infrastructure. The post-holder may be required to adhere to safety protocols .
