Background and The Opportunity
As a dual mandate organization, Plan Indonesia is responding to floods event in Sumatera – under Sumatera HEAL ERP. The ER WASH Officer is responsible for leading, coordinating, and ensuring the production of high-quality, timely, and compliant reports of WASH sector programme. The role support that WASH progress and reports are accurate, evidence-based, coherent, and aligned with donor requirements and organisational standards, supporting accountability, learning, and strategic decision-making.
The role also contributes to delivery WASH activities on the field, directly to the affected people. By working closely with ER team, MER, finance, and communications teams, the ER WASH Officer ensures that the delivery of WASH activities adhere to accountability to the affected people (AAP) principles, with relevant and appropriate support. Ultimately, the position ensures that the organisation’s position as humanitarian organization is not only delivered on the ground but also clearly demonstrated, understood, and valued by external and internal audiences.
Key Responsibility :
1. Responsible Project Delivery:
- Support WASH delivery of activities, including with partners, youth group, and community, which is in line with ERP of Sumatera HEAL
- Support the delivery of the project planning and implementation stages, including development of all supporting documents, partnership assessments, preparation and updating of the internal system in SAP, PMERL, or any other system applicable in Plan Indonesia. Ensure the WASH implementation runs smoothly based on project compliances, audit, and the ER Operation and Programme Manual. Support for developing the WASH exit strategy of ER, together with ER coordinators and team leader
- Establish strong coordination and communication with internal and external stakeholders, local government, partner networks, and communities in WASH sector
- Support the ER coordinator in project monitoring, evaluation, and research, in collaboration with the MER team or other related units, both internally and externally.
- Support the ER coordinator and ER team leader to lead in the project closing stage, in collaboration with the grant management team or other related units, to ensure the sustainability plan and scale-up strategies are well implemented, hand over assets, close internal systems, and submission of high-quality reports
- Ensure GEDSI and safeguarding approaches are well mainstreamed and implemented throughout the WASH project management stages.
2. Communication and Reporting
- Support the monitoring visit and facilitate discussion and coordination between CO team, donors, stakeholders, program participants and partners (PSHEA/GBV networks).
- Maintain communication with the partner, MER, and team on WASH project planning and implementation, monitoring and evaluation.
- Support in monitoring the ER WASH progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
- Support the development of progress reports for the internal Plan every quarter and on other bases if needed
- Support informative and high-quality WASH data and any other required information for NO, donors, or external stakeholders, including for publication in Plan Indonesia’s platforms
- Support the communications team to disseminate the project's related communications strategy, both internally and externally stakeholders
3. Networks and Partnership:
- Support to establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation
- Support the partnership team to conduct partnership assessment and capacity assessment for partners, including youth networks, along lead the programmatic capacity building for partners and youth networks
- Support to maintain and expand high-quality and strategic relationships with WASH stakeholders, as well as support developing WASH reports and indicators, including promoting Plan Indonesia’s works as youth youth-focused organization and NGO of choice on girls' rights in development and humanitarian as well as gender equality.
- Support the development and implementation the WASH advocacy agenda and campaign at district level, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia
4. Management: System and Process
- Manage budget and PC in Plan’s system (SAP), in coordination with Finance and Procurement teams
- Lead and support the project administration work based on internal policies and procedures
- Support the follow-up action of the AAL audit, in collaboration with other support units and operations
5. Safeguarding Children and Program Participant (Safeguarding) and PSHEA
- Ensures that Plan International’s global policies for Safeguarding Children and Program Participant and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
- Participates actively in capacity-building and learning events on Safeguarding Children and Program Participant and Gender Equality and Inclusion.
- Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GEDSI.
- Understands and puts into practice the responsibilities under Safeguarding and GEDSI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Requirements for The Role:
Essential
- Bachelor's Degree in one of the disciplines relevant to the following areas: hydrology, engineering, environment
- Minimum of 1-2 years of work experience working on development and humanitarian programmes
- Good communication skills (verbal and written) in Bahasa Indonesia
- Knowledge of the links between gender equality, children’s rights, and NGO development programming practice.
- Demonstrated understanding of child and youth-led initiatives and child and youth-sensitive monitoring and evaluation
- Good network with youth groups champion in Indonesia
- Good understanding of the practicalities of designing, implementing, and evaluating high-quality programmes that promote meaningful child and youth participation
- Good understanding of relevant policy-making processes and institutions on child and youth participation
- Ability to design proposals, guidelines, and standards, monitor and evaluate child and youth participation programming, based on sound analysis
- Strong teamwork
- Ability to build internal and external networks
- Facilitation and training skills for children and young people
- Dealing with conflict with tact and a collected manner
