Plan International will be implementing a two and a half year project focused on accessing the rights to education and skills for work and life among adolescent girls, young women and young men in targeted communities of Western Samar, Philippines.

 

In this regard, Plan International invites highly competent, experienced and committed professionals to fill the following position:

 

LEARNING SPECIALIST

 

The Learning Specialist provides technical and project management support to the project's education activities, including systems of quality control, monitoring and evaluation, networking/coordination and integration with other programs. He/she capacitates staff and partners identified for the project.

 

Some of the key responsibilities are: 1.) Review and analyze relevant qualitative/quantitative data/evidence, education trends and development from local, regional and national levels to inform project approach and delivery; 2.) Provide inputs on reports and documents to the Project Manager prior to submission; 3.) Work closely with the M&E Officer to advise on the development of monitoring and evaluation tools and processes, including baseline and final evaluation; and; 4.) Identify competency gaps of staff and partners on learning and management; design, develop and deliver capacity building support to address gaps.

 

QUALIFICATIONS:

 

  • A graduate of Education or other related courses. An advanced degree is an advantage.
  • Minimum of five years' solid work experience in education programming in the Philippine, preferably with a strong and broad grasp of alternative delivery modes of education/alternative learning system/technical and vocational education.
  • Has a strong background in community development as well as familiarity with child-rights based programming.
  • Has an excellent understanding of the appropriate theories and concepts on basic education (both formal and non-formal) and technical-vocational curriculum.
  • Applicants must have the right to work in the Philippines without restrictions. Local applicants are preferred.
