Plan International Jordan is seeking an experienced Projects Manager with demonstrated knowledge and experience in managing large projects, community led projects, SRHR and GBV projects for vulnerable young people. The Projects Manager is expected to provide leadership and integral management to his/her program team and partners.



Plan International Jordan is seeking an experienced Projects Manager with demonstrated experience in SRHR and GBV programming targeting adolescents and youth, in support to Plan International’s programs in Jordan. The Projects Manager will be responsible to ensure the quality of GBV and SRHR projects implemented by Plan International Jordan and its partners and promote integration with other sector interventions including Child Protection, Gender Based Violence and Education.

The Projects Manager will be based in Amman with frequent travel to project locations inside Jordan; He/ She will lead and oversee projects implementation, assure the quality of programming and ensure adequate coordination of the Plan implementation team as well as overall coordination and planning with all project’s stakeholders

Responsibilities include:

Coordination and Communication:

  • Leads overall coordination, involving all partners to ensure adequate implementation of the project;
  • Coordinates with other Plan International sectors to ensure implementation of standardized and quality activities.
  • Supports the project’s Board of Directors in taking strategic decisions and representing the projects at the highest level.
  • Works in close collaboration and consultation with available government structures, non-government actors, and cluster system and community representatives.
  • Coordinate with other departments (program and support) as necessary
  • Represents Plan, and the other members of partners (if needed), in platforms and meetings held at community and national level.
  • Develops a network to facilitate the project acceptance and stake holder’s contribution and ownership
  • Provides compiled reports to the Country representative and national office, including relevant context update and amylases
  • Maintain positive and productive relationships with partners and support to complete their responsibilities in compliance with donor rules and regulations
  • Work closely with other departments to elaborate and harmonize tools, SOP, guidelines and conceptual frameworks to guide the implementation
  • Participate in Health Working Group, GBV Task Force, and other relevant coordination entities;
  • Build and maintain relationships with relevant ministries (incl. Ministry of Health, Ministry of Social Development, Ministry of Education etc.), UN organizations (UNFPA, UN Women, UNICEF, UNHCR, etc.), INGOs and national NGOs.
  • Undertake all other duties that may be determined by the line manager and head of Mission and that are compatible with the job.
  • Recruitment and induction of the projects team with the support of the HR department

Project Implementation:


  • Develop, implement, oversees and monitors the SRHR and GBV projects, in accordance with the objectives, activities and targets outlined within the proposal and in line with project’s budget.
  • Manage budgets and monitor expenses for the projects.
  • Forecasts and follows up on expenditures related to the projects and participates in budgets revision exercises.
  • Field monitoring visits to Plan’s and partners’ activities.
  • Submit periodic internal project activity updates (activity and budget follow up) to Plan National office.
  • Identifies logistic and admin support needs related to the projects and communicates these to the programs manager and relevant log/admin support person.
  • Lead the work planning process with partners and coordinate between partners to ensure complementary activities and sequencing among activities and between projects
  • Frequently revise the work plans ensuring proper sequencing of activities and timelines match donor and other projects commitments
  • Develop and manage an indicator tracking tool for the projects
  • Managing the technical and managements with all partners, ensuring that the activities are synergized, organized and managed optimally while at the same time operated in compliance with donor requirements and relevant guidelines
  • Managing Plan’s partnership with different partners related to the projects.
  • Monitoring of the financial and logistics aspects of the activities and the respect of Plan procedures, in close collaboration with the admin and log departments.
  • Ensuring all support documents (means of verification) and general project documents are properly filled in and filed



Technical capacity building

  • In collaboration with the CP and GBV Specialists and with technical team at national office, participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.
  • Ensure quality technical inputs into the design and delivery of the program activities including field implementation


Programme Design:

  • Lead rapid and detailed GBV and SRHR assessments (when needed) in new target areas; determine priorities, immediate activities and required resources.
  • Develop an evidence-based GBV and SRHR program plan including programmatic, research and advocacy priorities, closely linked to other sector program.
  • Support in developing curricula and materials related to Adolescent GBV and SRHR programming.
  • Support in drafting, reviewing and submitting concept notes, proposals and reports in close coordination with Programs Managers and relevant National Offices (fundraising offices in the Plan International Federation).



  • Minimum 7 years of progressively responsible professional experience in project management in sectors of GBV, SRHR or youth engagement and empowerment.
  • University degree the field of Social Work, Business, Social Sciences or another related field.
  • Knowledge of GBV, SRHR, youth empowerment activities in the context of Jordan with clear understanding of related legal and policies frameworks.
  • Previous experience in team leading and implementing through partners’ projects.
  • Experience in livelihoods development in humanitarian or refugee settings, community-based and community participation required.
  • Experience in budget management –2 million and above.
  • Excellent experience in procurement and procedures plans,
  • Excellent experience financial management, budget design and follow up
  • Experience of working with different partners.
  • Experience in working with donors including: EU, MADAD, ECHO, DFID, and any other donors
  • Ability to communicate and maintain appropriate and productive relations with a range of actors, including children, parents, local and national authorities.
  • Flexible work attitude and ability to work independently within a small team.
  • Excellent knowledge of Arabic and English.
